This <br />provided short and long-term implementation strategies <br />that efficiently and effectively utilize the community's <br />investment for critical parks and recreation needs. This <br />study aligned available and future resources with services <br />and commitments to include desired level of service, <br />sustainable fiscal stewardship, and industry best practices <br />in operating and maintaining the District's infrastructure <br />and providing services. The process produced a systematic <br />implementation plan to ensure that the District continues <br />to move in the right direction to meet the needs of the <br />community. The Service Assessment Phase of the project <br />established each service (location -specific) target market, <br />and service area, strength or weakness in the market, <br />alternative providers, alignment with values, vision and <br />mission, identification of core services, and optional <br />provision strategies.
