Through <br />this process, the Department considered how it allocates <br />its financial resources, recovers its costs through the <br />use of revenues to supplement taxes, and how it can <br />enhance its revenues. The effort was based on a publicly - <br />driven, values -based community conversation and, <br />through a series of public workshops, citizens took part in <br />discussions and an activity about the benefits of services <br />provided by the Department and how those benefits <br />accrue to the individual or group who participates and to <br />the taxpaying community as a whole. This conversation <br />allowed staff to tap into the values of the community <br />when establishing criteria regarding how services are <br />priced. The process was intended to guide staff to <br />determine how programs and services can be priced and <br />managed to operate cost effectively while ensuring that <br />fees are realistic and affordable, allow for operational <br />efficiency, and are easy to explain to the general public. <br />H4� 9' c' ac tvt V'6 &" 11 <br />25B-47 <br />
