Along with performing cost recovery and resource
<br />allocation studies, GreenPlay is well versed in
<br />master planning elements as this is another of our
<br />core services. Needs assessment, core services
<br />identification, level of service analysis, trends,
<br />benchmarking, demographics, and financial and
<br />funding analysis are all second nature to us. In
<br />addition, each of our consultants has held top
<br />leadership roles in public park and recreation agencies
<br />with a full understanding of the challenges faced.
<br />GreenPlay's approach to the project is described below
<br />through a workshop series. This approach is tested and
<br />proven to allow us to manage, control, and supervise
<br />the project in order to ensure satisfactory results.
<br />Deliverables — Cost Recovery Model, Resource
<br />Allocation Philosophy, and Policy Update
<br />• Workshop 1a — Introduction and education
<br />(if desired) regarding the best practices in
<br />cost recovery methodology (all staff, with
<br />invitations to advisory and policy board
<br />members as desired by the agency); review of
<br />agency Categories of Service and discussion
<br />toward refinement, determination of cost
<br />center needs; review of definitions of direct
<br />and indirect cost; identification of related
<br />policy issues for critical analysis, such as
<br />scholarship, sponsorship, partnership,
<br />resident/non-resident, etc.; and discussion of
<br />• Workshop 3 — A full day workshop focused
<br />on determination of appropriate funding and
<br />pricing strategies (cost recovery goal, market
<br />rate, competitive with comparative analysis),
<br />and development of implementation steps.
<br />Public Engagement in General
<br />GreenPlay staff members function as professional,
<br />unbiased facilitators to gather specific information.
<br />Participant feedback has indicated that our techniques
<br />and formats are well received and provide the
<br />opportunity to better understand the planning process
<br />and make a meaningful contribution, resulting in
<br />the feeling that attending an input session was a
<br />good use of someone's valuable time. During the
<br />development of this study, we will conduct at least
<br />one (1) community engagement session to inform the
<br />community about the plan and its goals and obtain
<br />public input.
<br />Steering Committee Meetings
<br />We will conduct at least five (5) meetings with the
<br />Steering Committee throughout the duration of the
<br />project. One will be an initial project introduction
<br />presentation (if desired) during our first on-site trip.
<br />The Steering Committee will also be included in the
<br />schedule for presentation of findings and of the final
<br />plan. We will work with the project team to design the
<br />best approach to accommodate these needs.

<br />and donations, use of volunteers, refunds, etc).

<br />The Outcome
<br />• GreenPlay will prepare meeting agendas,
<br />handouts for the PRCSA to print, and brief
<br />meeting summaries identifying themes and
<br />major outcomes of each meeting or workshop.

<br />methodology, and recommendations for staff
<br />to use in developing your annual budget.
