shade/shadow analysis in order to determine the best building locations <br />and heights for the structures which could result in the least <br />shade/shadow impact, if any, to the surrounding land uses. <br />•' Non -reflective building exteriors should be used, unless the <br />buildings are oriented so that their surfaces are directed away from <br />other structures, roadways and residential areas in the project area. <br />All on -site lighting should be directed downward and shielded <br />from surrounding land uses. Low -intensity lighting in the parking areas <br />should be utilized and flood lighting should be discouraged. <br />r. <br />2.10 Aesthetics <br />L: <br />Project Impacts <br />The project site would be altered by the removal of the <br />iexisting Mainstreet Center and several surface -level parking lots. <br />L Consistent with the Redevelopment Plan objectives the project would <br />support the aesthetic quality of the North Main shopping area. Since <br />L there are existing high-rise buildings in the project area, the <br />i development of high-rise buildings on the site should not result in an <br />, <br />adverse impact. <br />l <br />Mitigation Measures <br />i <br />The Participation Agreement incorporates standards and <br />controls which would preclude any development which is unacceptable to <br />r <br />I the community on aesthetic grounds. <br />Pursuant to the Participation Agreement, all buildings would <br />be constructed of high architectural quality with landscaped areas. The <br />structures must be effectively and aesthetically designed.
