One <br />area in particular is the residential area of Orange located to the <br />northeast of Fashion Square. The Main Street Employment Study"isolated <br />1. <br />this as an area with a high concentration of residences for Main Street <br />area employees. Examination of the existing bus service shows no <br />convenient transit service from this area to Fashion Square. <br />An opportunity also exists to negotiate an agreement with OCTD <br />.: to provide improved transit service to Fashion Square. Given the <br />intensity of office development in the limited area of Fashion Square, <br />all of which is within convenient walking distance from Main Street, <br />ideal conditions are provided for transit usage to be maximized. The <br />OCTD has expressed an interest in providing increased transit service to <br />such intense employment centers. <br />Exp:yrience shows one way to make a TSM program successful is <br />through provision of a financial incentive in addition to conditional <br />L approvals. One incentive could be a potential reduction in required <br />parking. The developer would set up a pilot program consisting of <br />y, appropriate ride -sharing elements, and the performance of that program <br />in terms of reduced vehicular trip generation would be evaluated. Based <br />upon the success achieved, the City of Santa Ana may consider reductions <br />in parking requirements as a means to promote additional participation <br />in these elements with a demonstrated effectiveness in reducing <br />vehicular trip generation. <br />Neighborhood Traffic Control <br />Phase Two of the TSIP Study identified the residential area <br />north of La veta Avenue and Bedford Road as potentially receiving an <br />impact from increased traffic emanating from Fashion Square. The EIR <br />investigated that impact in more depth and determined that such an <br />impact will occur unless mitigated. <br />75D-2k <br />
