Investigation of trip generation from Fashion Square revealed <br />a spill -over parking problem existed. Several employees and students <br />who work or attend school in the Union Bank Plaza park in Fashion Square <br />walk to the Union Bank Buildings. Closer investigation revealed that <br />increased parking charges created this situation and that spillover <br />parking was not limited to Fashion Square but occurred in the retail <br />�. lots on the northwest corner of Main and La Veta and in the adjacent <br />residential area. It was noticed that St. Joseph Hospital employees <br />also park in the same residential area. Since employees have <br />demonstrated a willingness to park in surrounding lots and residential <br />areas to save the cost of parking, then the same would probably apply to <br />t' future employees of Fashion Square as well as for other proposed <br />projects in the area. <br />u <br />In addition to increased parking in the adjoining residential <br />neighborhood, increased traffic as well may result. Bedford Road north <br />of La Veta Road offers an excellent opportunity for commuters to avoid <br />congestion at the intersection of Main Street and La Veta Avenue. Some <br />area employees were observed using this route. Bedford Road provides a <br />convenient by-pass for commuters headed north either to the Orange or <br />Santa Ana Freeway. Flower Street provides a similar by-pass routing. <br />The only difference is that Flower Street is a master planned commuter <br />route passing through a multi -family area. Bedford Road is purely a <br />residential street in a single family neighborhood. Flower Street also <br />poses a by-pass routing for northbound Bristol Street commuters seeking <br />to avoid congestion on the connector ramp enroute to the Orange Freeway. <br />The impact of installation of a new traffic signal on La Veta <br />1 <br />Avenue at Bedford Road to serve Fashion Square (and Union Bank Plaza) <br />traffic will enhance opportunities for commuters to use adjacent <br />residential streets. The signal will be needed to control a high volume <br />(16,000 ACT) entryway to Fashion Square. But the new signal also poses <br />the potential for encouraging commuters to use Bedford Road. To <br />preclude such, it may be necessary to force northbound traffic on ' <br />Bedford Road to burn right or left at La Veta Avenue. This, in itself, <br />75D-253 <br />
