1 <br />1, <br />6.0 ALTERNATIVES TO THE PROPOSED ACTION <br />6.1 No Project <br />�. The "no project" alternative would leave the project site in <br />J its existing condition which is characterized by declining commercial <br />uses. This alternative would reserve the project area for future <br />redevelopment options. Any adverse environmental impacts that may be <br />fassociated with demolition, rehabilitation and development of the <br />proposed project would be avoided by the "no project" alternative. <br />Existing businesses would not be required to relocate or participate in <br />the redevelopment process. However, the "no project" alternative would <br />p result in the social and economic consequences of continued <br />f..... deteriorating conditions with the Redevelopment Area. <br />r <br />Although the alternative of "no project" would serve to ; <br />eliminate any adverse impacts of the project (i.e., traffic, noise, air <br />9 <br />quality), the integration and interdependence of the redevelopment <br />objective of the Redevelopment Plan is such that this alternative would <br />eliminate these intended beneficial effects. Allowing the existing <br />development on the site to remain and continue to deteriorate could have <br />i serious aesthetic, social, and economic consequences for the land <br />�. owners, tenants, patrons and the City. According to the Redevelopment <br />1 Plan, the proposed project is in the best interest of the health, safety <br />and general welfare of the people of the City of Santa Ana. <br />6.2 Alternative Location <br />Some of the uses proposed by the project could be located at <br />an alternative project location. Obviously, rehabilitation of the <br />F Fashion Square Center would be site specific, but the proposed office, <br />i, retail and hotel rooms could be located elsewhere in the City. <br />There are other sites in the City of Santa Ana, including <br />locations within the City's redevelopment area, available for the type <br />F .:. <br />of development for the project site. <br />1. 75D-31,43 <br />
