7.0 THE RELATIONSHIP BETWEEN LOCAL SHORT-TERM USES OF MAN'S <br />ENVIRONMENT AND THE MAINTENANCE AND ENHANCEMENT OF LONG- <br />TERM PRODUCTIVITY <br />1 <br />The project site is currently developed with retail uses <br />f(Fashion <br />Square Shopping Center and Mainstreet Center), surface parking <br />lots, and vacant land. The proposed rehabilitation and redevelopment <br />will commit the land to long-term use as a commercial/retail complex. <br />The project area has faced deteriorating commercial services as a result <br />of the decline of the downtown area. The lack of goods and services <br />comparable to surrounding areas have forced residents to seek more <br />competitive shopping than found in their own neighborhood. Over the <br />i <br />long-term, the project will preserve those commercial services which are <br />y` <br />competitive and will provide new commercial opportunities for the <br />residents in the area as the market allows. Fashion Square will be <br />developed into an enclosed regional shopping center with supportiv¢ and <br />complimentary commercial uses integrated into the development. Over the <br />long-term, the project will preserve -and substantially strengthen <br />commercial/retail development, and concurrently the economic growth of <br />the area. The project is in conformance with the long-range objectives <br />of the City's Redevelopment Plan. <br />i' The proposed project will involve short-term activities such <br />fas building demolition, site preparation, and building construction. <br />Along with other existing and planned developments in the area, the <br />project will contribute to a decrease in air quality, increased energy <br />consumption, increased automobile traffic and noise, and the depletion <br />of natural resources. <br />1 <br />l <br />I <br />75D52 <br />
