The most significant entitled project in the vicinity of MainPlace is Main Street Concourse. <br />Table 2 shows the land uses to be developed as part of Main Street Concourse and their estimated <br />trip generation. Table 3 presents the V/C ratios and LOS of the 3 study intersections under existing <br />plus entitled projects conditions. <br />Review of Table 3 shows that 2 additional intersections are projected to operate at <br />unacceptable levels of service E or worse during the PM peak hour with the addition of traffic <br />attributable to the entitled projects, for a total of 4 study intersections operating at LOS E or worse. <br />These intersections are: <br />Main Street at Chapman Avenue <br />Main Street at La Veta Avenue <br />La Veta Avenue at SR 22 WB Ramps <br />Grand/Glassell at SR 22 WB Ramps <br />Impacts <br />Project Trip Generation <br />Trip generation estimates were prepared for the proposed MainPlace modifications using the <br />Institute of Transportation Engineers' Trip Generation, Fifth Edition. Table 4 shows the estimates <br />of project trips for daily, AM peak hour and PM peak hour conditions. The proposed expansion is <br />projected to generate approximately 1,235 trips during the PM peak hour. <br />Project Trip Distribution and Assignment <br />Project trips were distributed and assigned to the local area and regional street system based <br />on trip distribution patterns derived from the original traffic study for the Fashion Square EIR and <br />on the Transportation System Improvement Area Model. This traffic forecasting model was <br />developed by Austin -Foust Associates to evaluate the potential traffic related impacts of proposed <br />developments within the Main Street Corridor, of which MainPlace was one. <br />Intersection Capacity Analysis <br />Project traffic has been added to the existing plus entitled project traffic volumes, and the 23 <br />study intersections have been analyzed. Table 5 presents the V/C ratios and LOS of the 23 study <br />intersections including existing, entitled projects and proposed expansion traffic. <br />Review of Table 5 shows that, with the addition of project traffic, no additional intersections <br />are projected to operate at unacceptable levels. The following four intersections which were <br />projected to operate at LOS E or worse during the PM peak hours with the addition of entitled <br />project traffic would continue to operate at unacceptable levels with the addition of proposed project <br />traffic.
