Tentative Parcel Map No. 99-152 <br />November 6, 2000 <br />Page 6 <br />The resulting overall parking ratio is 3.44 spaces per 1,000 square <br />feet of mall and office area. This ratio is consistent with the <br />reciprocal agreement between the major tenants and property owner as <br />well as the Owner Participation ,Agreement with the Redevelopment <br />Agency. <br />in order to assess if the parking ratios in the Participation <br />Agreement, the Reciprocal Easement Agreements, and those proposed with <br />this vesting tentative map will realistically address the parking <br />needs of a multi -use regional shopping mall, the applicant has <br />submitted a traffic analysis (Exhibit 5). The study was prepared <br />based on the Urban Land Institute's shared use demand methodology. <br />Per the model, parking generation is calculated by each use using <br />Urban Land Institute demand factors and adjusting them for both time <br />of day and seasonal variations. Uniform Codes <br />A result of the creation of the proposed map is the placement of <br />property lines that would, if this were not a covered mall, create <br />violations of the uniform building codes related to yard areas and <br />unprotected openings such as doors and windows near the new property <br />lines. Because the property is held together as a covered mall, a <br />different set of rules set forth in the uniform codes set forth <br />appropriate conditions that require all future development to <br />protect life safety issues. however, because there are no current <br />development plans for the newly created development parcels, a <br />series of conditions have been developed to ensure that future <br />development is consistent with the uniform building code covered <br />mall standards, such that all life safety concerns of the uniform <br />codes are met at the time each subsequent project is submitted into, <br />site plan review and Building Division plan check. <br />e.. r i a s. <br />ii <br />
