Local Guidelines for Implementing the <br />California Environmental Quality Act (2019) DEFUNMONS <br />CEQA following a Master EIR or a Program EIR or is required pursuant to <br />Public Resource Section 21166. <br />11.12 "Consultation" means the meaningful and timely process of seeking, discussing, and <br />considering carefully the views of others, in a manner that is cognizant of all parties' <br />cultural values and, where feasible, seeking agreement. Consultation between <br />government agencies and Native American tribes shall be conducted in a way that is <br />mutually respectful of each party's sovereignty. Consultation shall also recognize the <br />tribes' potential needs for confidentiality with respect to places that have traditional <br />tribal cultural significance. <br />11.13 "Cumulative Impacts" means two or more individual effects which, when considered <br />together, are considerable or which compound or increase other environmental <br />impacts. The individual effects may be changes resulting from a single project or a <br />number of separate projects, whether past, present or future. <br />The cumulative impact from several projects is the change in the environment which <br />results from the incremental impact of the project when added to other closely related <br />past, present and reasonably foreseeable future projects. Cumulative impacts can <br />result from individually minor but collectively significant projects taking place over a <br />period of time. <br />11.14 "Cumulatively Considerable" means that the incremental effects of an individual <br />project are significant when viewed in connection with the effects of past projects, the <br />effects of other current projects, and the effects of probable future projects. <br />11.15 "Decision -Making Body" means the body within the City, e.g. the City Council, <br />which has final approval authority over the particular project. <br />11.16 "Developed Open Space" means land that meets each of the following three criteria: <br />(1) Is publicly owned, or financed in whole or in part by public funds; <br />(2) Is generally open to, and available for use by, the public; and <br />(3) Is predominantly lacking in structural development other than structures <br />associated with open spaces, including, but not limited to, playgrounds, <br />swimming pools, ball fields, enclosed child play areas, and picnic facilities. <br />Developed Open Space may include land that has been designated for acquisition by <br />a public agency for developed open space purposes, but does not include lands <br />acquired by public funds dedicated to the acquisition of land for housing purposes. <br />11.17 "Development Project" means any project undertaken for the purpose of <br />development, including any project involving -the issuance of a permit for <br />construction or reconstruction but not a permit to operate.
