A 5 dBA increase is considered to be 'readily audible", <br />which seems to correlate most closely to a "substantial increase". For the purposes of this report, a <br />substantial permanent increase in ambient noise levels due to stationary noise sources shall be <br />considered 5 dBA Leq. <br />City of Santa Ana <br />Local Regulations <br />City of Santa Ana General Plan <br />The City of Santa Ana General Plan Noise Element includes noise related goal, objectives, and <br />policies. The goals, objectives, and policies that are applicable to the project are listed below. <br />Goal 1 Prevent significant increases in noise levels in the community and minimize the adverse effects <br />of currently -existing noise sources. <br />Objectives <br />1.1 Prevent creation of new and additional sources of noise. <br />1.2 Reduce current noise levels to acceptable standards. <br />Policies <br />• Require consideration of noise generation potential and susceptibility to noise impacts in the sitting, <br />design and construction of new developments. <br />• Require mitigating site and building design features, traffic circulation alternatives, insulation, and <br />other noise prevention measures of those new developments which generate high noise levels. <br />• Sound insulate and/or buffer sensitive land uses such as housing from adverse noise impacts in <br />noise -prone areas. <br />• Minimize noise generation in residential neighborhoods through control or elimination of truck traffic <br />and through -traffic from these areas. <br />Legacy Sunflower Apartments Page 74 <br />Mitigated Negative Declaration — March 14, 2019 <br />
