City of Santa Ana Addendum to the
MainPlace Mall Transformation Proiect Fashion Square Commercial Center Final EIR
In addition, improvements planned as part of the Santa Ana Freeway Interstate 5 (1-5)
High Occupancy Vehicle (HOV) Lane Improvement Project between SR-55 to SR-57
will provide one additional HOV lane in each direction to provide additional HOV
capacity and reduce freeway congestion. As a part of the HOV improvements, the
southbound off -ramp and northbound on -ramp HOV structures at the intersection of
Main Street at Edgewood Road would be removed. This would result in a redistribution
of local traffic through nearby streets and intersections. However, the HOV
improvements would not substantially impact any of the analyzed intersections, and no
locations would be negatively affected by elimination of the Main Street direct HOV
ramps (TIS 2019).
Project Trip Generation
Daily and peak hour trips for the proposed Project were estimated using the Institute of
Transportation Engineers (ITE) Trip Generation Manual (10th Edition), which are listed
in Table T-3.
Table T-3: Trip Generation Rates
Land Use
ITE Code
Unit
Trip Generation Rates'
AM Peak Hour
PM Peak Hour
Daily
In
Out
Total
In
Out
Total
Shopping Center
820
KSF
37.750
0.583
0.36
0.940
1.829
1.981
3.81
General Office
Building
710
KSF
9.740
0.998
0.16
1.160
0.184
0.966
1.15
Hotel
310
Room
8.360
0.277
0.19
0.470
0.306
0.294
0.60
Multi -family Housing
(Mid -Rise)
221
DU
5.440
0.094
0.266
0.360
0.268
0.172
0.440
Source: Traffic Impact Study, 2019
'ITE Trip Generation Manual, 10" Edition
As shown on Table T-4, the proposed Project is estimated to generate 31,178 daily
vehicle trips, with 1,996 trips in the a.m. peak hour and 2,968 trips in the p.m. peak
hour. Table T-3 also provides the trips associated with the existing development on the
Project site (1,130,000 sf of commercial development), the total estimated trip
generation for the existing development on the site plus the proposed Project, and
adjustments for internal capture and pass -by trips.
