As described previously in the significance thresholds <br />discussion, the LOS standard for peak hour intersection operations for the Cities of <br />Santa Ana and Orange, and for Caltrans is LOS D; with the exception of Santa Ana <br />intersections within a designated MDA where the LOS standard is LOS E.
