City of Santa Ana Addendum to the <br />MainPlace Mall Transformation Proiect Fashion Square Commercial Center Final EIR <br />The proposed Project includes construction of a sidewalk on the Project side of Main <br />Place Drive, within a 15-foot building setback from the Main Place Drive right-of-way. In <br />addition, pedestrian connections would include a new sidewalk on the inner edge of <br />Main Place Drive. Bicycle Racks would also be provided adjacent to commercial, office, <br />and residential entries. The Project would not remove any existing pedestrian access <br />and would develop new access, which would be reviewed and approved through the <br />City's permitting process to ensure consistency with City design regulations. In addition, <br />the Specific Plan Design Guidelines include provisions to provide for pedestrian <br />circulation, which include: <br />• DG - 2 Buildings should be located directly adjacent to the pedestrian walkway to <br />promote ease of access and an urban environment. Landscaped setbacks are <br />only recommended where commercial, residential, office, and hotel uses abut <br />public streets. <br />• DG - 7 Buildings and on -site circulation should be organized to minimize areas of <br />conflict between pedestrians and vehicles. <br />• DG - 8 Link buildings to pedestrian areas such as sidewalks, parking structures, <br />and parking lots and provide physical separation of pedestrians and vehicles <br />wherever possible. <br />• DG - 94 Pedestrian circulation should be clearly delineated and separate from <br />automobile circulation. The use of landscaping, walkways, and decorative <br />hardscape to delineate pedestrian circulation should be used to the greatest <br />extent feasible. <br />• DG - 95 Pedestrian crossings at driveways and major circulation aisles should be <br />accentuated by extending pedestrian sidewalks into the parking aisle/lane. <br />• DG - 96 Design parking areas so pedestrians walk parallel to moving cars. <br />Parking lot design should minimize the need for pedestrians crossing parking <br />aisles and/or landscaping islands to reach building entries. <br />• DG - 97 Pedestrian access between parking facilities and adjacent uses should <br />be well-defined through signage, floor material changes, and safety elements <br />such as bollards, painted walkways, separated walkways, and landscaping. <br />See Figure 15, Pedestrian Circulation. Thus, the Project would not result in impacts <br />related to pedestrian circulation. No new impact would occur. <br />Circulation and Emergency Access Hazards <br />The roadway improvements and installation of new onsite parking and driveways that <br />would be implemented during construction of the proposed Project could require the <br />temporary closure of onsite travel lanes; offsite roadway closures and traffic detours are <br />not expected to be necessary. In addition, the construction activities would be required <br />to adhere to the City's construction standards to ensure adequate circulation during <br />Figure 15, Pedestrian Circulation. <br />.o] <br />
