City of Santa Ana Addendum to the <br />MainPlace Mall Transformation Proiect Fashion Square Commercial Center Final EIR <br />construction. Implementation of the Project through the City's permitting process would <br />reduce potential construction related increases in hazards to a less than significant <br />level. <br />The proposed Project includes development of mixed residential and commercial uses, <br />and does not include any incompatible uses, such as farm equipment. In addition, the <br />City's construction permitting process includes review of the Project site plans to ensure <br />that no potentially hazardous circulation design features would be introduced by the <br />Project. The Project is required to design and construct internal access to conform to <br />the Orange County Fire Authority (OCFA) standards. The OCFA would review the <br />development plans prior to approval to ensure adequate emergency access pursuant to <br />the requirements in Section 503 of the California Fire Code (Title 24, California Code of <br />Regulations, Part 9) and the City of Santa Ana Fire Code included as Municipal Code <br />Chapter 14. In addition, the Specific plan includes the following Design Guidelines to <br />ensure adequate emergency access: <br />DG - 27 Site circulation should allow for and facilitate emergency access to the <br />site and all buildings. <br />As such, the proposed Project would not result in inadequate circulation or emergency <br />access, and impacts would be less than significant. No new impact would occur. <br />Conclusion for Transportation and Circulation <br />Impacts related to traffic and circulation from implementation of the proposed Project <br />would be less than significant. Development of the proposed Project would not result in <br />any study area intersection to fall from an acceptable LOS to an unacceptable LOS. <br />Further, the proposed Project would result in less traffic than if the Project site was <br />developed under the current entitlements. Thus, no new or substantially greater <br />transportation and circulation impacts would occur with implementation of the proposed <br />Project when compared to those identified in the 1983 EIR or 1996 Addendum. <br />Based on the foregoing, none of the conditions identified in CEQA Guidelines section <br />15162 that would trigger the need to prepare a subsequent or supplemental EIR or <br />other environmental document to evaluate Project impacts or mitigation measures exist <br />regarding transportation and circulation. There have not been 1) changes to the Project <br />that require major revisions of the previous adopted EIR due to the involvement of new <br />significant environmental effects or a substantial increase in the severity of previously <br />identified effects; 2) substantial changes with respect to the circumstances under which <br />the Project is undertaken that require major revisions of the previous adopted EIR due <br />to the involvement of new significant environmental effects or a substantial increase in <br />the severity of previously identified effects; or 3) the availability of new information of <br />substantial importance relating to significant effects or mitigation measures or <br />alternatives that were not known and could not have been known when the 1983 EIR <br />was adopted as completed. <br />93 <br />
