City of Santa Ana Addendum to the <br />MainPlace Mall Transformation Proiect Fashion Square Commercial Center Final EIR <br />Mitigation Measures <br />As described previously, the 1983 EIR includes eight mitigation measures. These <br />mitigation measures are listed below. <br />MM 5.6-1 Contribute a one percent (1 %) assessment fee to the City of Santa Ana <br />and City of Orange Transportation System Improvement Program (TSIP) <br />to fund needed transportation improvements in the area identified in the <br />Phase Two TSIP Study. <br />The TSIP Assessment Fee of one percent of Project building cost is <br />expected to generate only half of the cost of the recommended Phase <br />Two TSIP Plan. The Fashion Square development (the developers <br />themselves and the Redevelopment Agency alike) must be prepared to <br />fund those areawide transportation improvements which principally benefit <br />their Project as well as contribute a one percent assessment to the TSIP <br />Program. [Status: Completed/not applicable to this Project] <br />MM 5.6-2 Provide funding for construction of a pair of new freeway ramps on the <br />west side of Fashion Square linking the Santa Ana Freeway with a public <br />road surrounding the Project. <br />These two new ramps will connect with a public street and as such, <br />provide overall benefit to the general public. However, the primary need <br />for and beneficiary of this improvement is the Fashion Square <br />development itself. The cost of this improvement is included in the overall <br />TSIP Plan, but that program is underfunded by approximately 50 percent. <br />Consequently, the cost of any transportation improvements which relate to <br />and directly benefit a single development, should be borne by that <br />development. <br />Construction of these two ramps will substantially improve the freeway <br />access of the Fashion Square site and permit traffic to enter and exit the <br />development with no delay from traffic congestion on the surrounding <br />arterial street system. [Status: Determined infeasible and previously <br />removed] <br />MM 5.6-3 Widen Main Street along the Fashion Square frontage to provide four <br />southbound lanes and a 26-foot-wide median island to accommodate dual <br />northbound left turn lanes and the columns of the future North -South <br />Transit Guideway. A total curb to curb width of 124 feet will be required for <br />an ultimate eight lane section planned on Main Street. The increased <br />width will be the general responsibility of developments planned on both <br />sides of Main Street, but some transitions in alignment may be necessary <br />to minimize impacts to existing buildings.
