City of Santa Ana Addendum to the <br />MainPlace Mall Transformation Project Fashion Square Commercial Center Final EIR <br />MM 5.6-7 Develop and maintain an aggressive Transportation Systems <br />Management (TSM) Program designed to maximize use of transit and ride <br />sharing and staggering of work hours. <br />A realistic target of 20 percent increase in ride sharing and transit usage is <br />established as the goal for a TSM Program. The developer shall be <br />required to develop a program designed to achieve the goal and submit <br />this program to the City for approval. In addition, the developer will be <br />required to provide a Transportations System Management Coordinator to <br />actively pursue implementation of the TSM/Parking Management <br />Program. This position need not necessarily be on a full-time basis until <br />such time as implementation of a substantial portion of the proposed office <br />use is underway. <br />The developer also shall be required to provide and maintain a security <br />force whose task, among others, shall be to enforce all on -site parking <br />regulations. [Status: Continuing applicability to this Project] <br />MM 5.6-8 A. Design buildings to accommodate second level access from a future <br />transit station on Main Street in the vicinity of Town and Country Road <br />and/or a possible future grade separated pedestrian bridge connecting <br />developments on both sides of Main Street. The buildings and internal <br />pedestrian circulation should be designed to allow for such future <br />improvements, which would serve to minimize at -grade pedestrian <br />crossing of Main Street at street level. (Main Street will be a 124-foot-wide <br />with high volumes of turning traffic and transit operations). <br />B. On -site pedestrian circulation must be maximized to facilitate easy <br />movement of people between buildings. Vehicular traffic must be <br />intercepted at major entrances along the public service road and <br />channelized quickly to parking areas. Convenient pedestrian facilities must <br />be provided from the parking areas to the buildings and to the transit <br />station/bus stops. [Status: Completed/not applicable to this Project] <br />Regarding Mitigation Measure 5.6-1, this measure has already been implemented, and <br />the TSIP is no longer in effect. Regarding Mitigation Measure 5.6-2, this measure <br />required the developer of the Mall to "[p]rovide funding for the construction of a pair of <br />new freeway ramps on the west side of Fashion Square linking the Santa Ana Freeway <br />with a public road surrounding the Project" (the future Main Place Drive) but was <br />determined to be infeasible, and replaced with an obligation to contribute to the cost of <br />other ramps then planned by Caltrans. This change was documented in a 1992 <br />amendment to the Participation Agreement between the City's Redevelopment Agency <br />and the Mall developer. Regarding Mitigation Measure 5.6-3, this measure required the <br />widening of Main Street along the Fashion Square frontage to provide for four <br />southbound lanes; however, this measure has been superseded by the General Plan <br />Circulation Element, which identifies Main Street as a 6-lane major arterial.
