City of Santa Ana Addendum to the <br />MainPlace Mall Transformation Proiect Fashion Square Commercial Center Final EIR <br />5.7 NOISE <br />Summary of Impacts Identified in the 1983 EIR <br />Construction <br />The 1983 EIR determines that development of additional uses on the site would <br />generate additional noise in the local area due to demolition of existing on -site <br />structures, construction activity, construction traffic and Project -generated traffic. Since <br />construction activities are limited to daytime hours and there are no "noise sensitive" <br />land uses immediately adjacent to the site, no adverse noise impacts were anticipated <br />during construction of the Project. In addition, the 1983 EIR did not identify potentially <br />significant impacts related to ground borne vibration from construction activities. <br />Operation <br />The 1983 EIR determines that operation of the Project would result in increased traffic <br />noise from the Project -related vehicular trips. The EIR describes that a noise barrier on <br />the west side of North Broadway would be constructed as a part of Caltrans' <br />construction of the Broadway overpass. The 1983 EIR determines that this would <br />mitigate any increase in traffic noise along Broadway resulting from Project traffic. <br />The 1983 EIR also described that increased noise levels between 3 and 5 decibel (dB) <br />would occur along Owens Drive (now Memory Lane) east of Main Street during the <br />daytime hours when the proposed commercial uses would generate the majority of the <br />traffic. The late night and early morning hour noise levels were not anticipated to <br />substantially change. However, the 1983 EIR determined that a noise impact would <br />occur at the residential uses on Owens Drive (Memory Lane) at Main Street during the <br />daytime due to the 3 to 5 dB "noticeable" increase in noise. The 1983 EIR identified that <br />the construction of a noise barrier along the east side of Main Street would not be <br />feasible and the impact was identified as significant and unavoidable. Since certification <br />of the 1983 EIR, the residential uses in this location have been replaced with office and <br />commercial uses. No significant impact would have occurred with the existing office and <br />commercial uses because they are not sensitive noise receptors. <br />Summary of Impacts Identified in the 1996 Addendum <br />Construction <br />The 1996 Addendum determines that the proposed expansion would generate <br />additional noise in the local area due to demolition of existing on -site structures, <br />construction activities, construction traffic, and Project -generated traffic. However, the <br />City of Santa Ana noise ordinance limits noise from construction that occurs outside <br />daytime hours and because there are no noise sensitive land uses in the immediate <br />vicinity of the site, construction noise impacts were determined to be less than <br />significant. In addition, the 1996 Addendum did not identify potentially significant <br />impacts related to ground borne vibration from construction activities. <br />o; <br />
