City of Santa Ana Addendum to the <br />MainPlace Mall Transformation Proiect Fashion Square Commercial Center Final EIR <br />Operation <br />The 1996 Addendum determines that the proposed expansion would increase traffic <br />noise levels in the area by less than 1dB. Because a 1 dB increase is well below the 3 <br />dB threshold of a perceptible increase, noise impacts were determined to be less than <br />significant. <br />Impacts Associated with the Proposed Project <br />No New Impact. To identify potential noise impacts from implementation of the <br />proposed Project, an Acoustical Assessment (NOI 2019) was prepared and is included <br />as Appendix E. <br />Significance Thresholds: There are several regulations related to noise that are <br />applicable to the proposed Project and are listed below: <br />California Title 24— Building Code <br />The State's noise insulation standards are codified in the California Code of <br />Regulations, Title 24: Part 1, Building Standards Administrative Code, and Part 2, <br />California Building Code. The regulations specify that acoustical studies must be <br />prepared when noise -sensitive structures, such as residential buildings, schools, or <br />hospitals, are located near major transportation noise sources, and where such noise <br />sources create an exterior noise level of 65 dBA CNEL or higher. Acoustical studies that <br />accompany building plans must demonstrate that the structure has been designed to <br />limit interior noise in habitable rooms to 45 dBA CNEL. <br />City of Santa Ana General Plan Noise Element <br />The City's General Plan Noise Element provides noise standards for land use planning, <br />which provide an exterior noise standard at residential, park, and school uses of 65 dBA <br />and an interior standard of 45 dBA. <br />City of Santa Ana Municipal Code <br />The Santa Ana Noise ordinance standards (Article VI, Noise Control within Chapter 18, <br />Health and Sanitation, of the Municipal Code) applies to noises affecting residential land <br />uses.
