This task was accomplished using the Federal Highway Administration (FHWA) Highway Traffic Noise Prediction Model (FHWA-RD-77-108) and existing traffic volumes from the Traffic Impact Study (TIS 2019). As identified in Table N-4, the existing traffic -generated noise level on Project -vicinity roadways currently ranges from 59.3 dBA CNEL 100 feet from the centerline of Bedford Road and 66.9 dBA CNEL 100 feet from the centerline of Main Street. Sensitive receptors near the Project site include: single-family residences located approximately 300 feet north of the site, multi -family residences approximately 300 feet east of the site (across Main Street and behind retail uses). Other sensitive receptors include single family residences across SR-22 and 1-5, located approximately 300 feet north and 450 feet southwest, respectively. The Santiago Creek Bike Trail and Nature Reserve is approximately 400 feet to the south. To identify the existing ambient noise levels in the Project area, 4 short-term noise measurements were conducted on November 7, 2018. The noise measured at each location is provided in Table N-5. Construction Noise Construction noise typically occurs intermittently and varies depending on the nature or phase of construction. Project construction activities would include demolition, site preparation, grading, building construction, paving, and architectural coating. Such activities would require various construction equipment. Typical operating cycles for construction equipment involves 1 or 2 minutes of full power operation followed by 3 to 4 minutes at lower power settings. Project construction would occur as close as 300 feet from existing single-family residences. However, construction at each location on site would occur for a limited amount of time. As described previously, Section 18-314 of the Santa Ana Municipal Code and Chapter 8.24 of the City of Orange Municipal Code exempts noise sources associated with construction activities from the established noise standards as long as the activities do not take place between the hours of 8:00 p.m. and 7:00 a.m. on weekdays, including Saturday, or any time on Sunday or a federal holiday. The proposed Project's construction activities would occur pursuant to these regulations and would not result in an impact related to construction noise standards. 102
