This task was accomplished using the Federal Highway <br />Administration (FHWA) Highway Traffic Noise Prediction Model (FHWA-RD-77-108) <br />and existing traffic volumes from the Traffic Impact Study (TIS 2019). As identified in <br />Table N-4, the existing traffic -generated noise level on Project -vicinity roadways <br />currently ranges from 59.3 dBA CNEL 100 feet from the centerline of Bedford Road and <br />66.9 dBA CNEL 100 feet from the centerline of Main Street. <br />Sensitive receptors near the Project site include: single-family residences located <br />approximately 300 feet north of the site, multi -family residences approximately 300 feet <br />east of the site (across Main Street and behind retail uses). Other sensitive receptors <br />include single family residences across SR-22 and 1-5, located approximately 300 feet <br />north and 450 feet southwest, respectively. The Santiago Creek Bike Trail and Nature <br />Reserve is approximately 400 feet to the south. <br />To identify the existing ambient noise levels in the Project area, 4 short-term noise <br />measurements were conducted on November 7, 2018. The noise measured at each <br />location is provided in Table N-5. <br />Construction Noise <br />Construction noise typically occurs intermittently and varies depending on the nature or <br />phase of construction. Project construction activities would include demolition, site <br />preparation, grading, building construction, paving, and architectural coating. Such <br />activities would require various construction equipment. Typical operating cycles for <br />construction equipment involves 1 or 2 minutes of full power operation followed by 3 to <br />4 minutes at lower power settings. Project construction would occur as close as 300 feet <br />from existing single-family residences. <br />However, construction at each location on site would occur for a limited amount of time. <br />As described previously, Section 18-314 of the Santa Ana Municipal Code and Chapter <br />8.24 of the City of Orange Municipal Code exempts noise sources associated with <br />construction activities from the established noise standards as long as the activities do <br />not take place between the hours of 8:00 p.m. and 7:00 a.m. on weekdays, including <br />Saturday, or any time on Sunday or a federal holiday. The proposed Project's <br />construction activities would occur pursuant to these regulations and would not result in <br />an impact related to construction noise standards. <br />102 <br />
