City of Santa Ana Addendum to the <br />MainPlace Mall Transformation Proiect Fashion Square Commercial Center Final EIR <br />With respect to construction -related noise, Section 18-314 (Special Provisions) of the <br />Santa Ana Municipal Code specifies that noise sources associated with construction <br />activities are exempt from the City's established noise standards as long as the <br />activities do not take place between the hours of 8:00 p.m. and 7:00 a.m. on weekdays, <br />including Saturday, or any time on Sunday or a federal holiday. <br />City of Orange General Plan Noise Element <br />The City of Orange General Plan Noise Element provides noise guidelines for land use <br />planning, which provide an exterior noise standard at residential, park, and school uses <br />of 65 dBA and an interior standard of 45 dBA. The City of Orange General Plan Noise <br />Element also provides stationary source noise standards for various land use types. <br />These standards (listed in Table N-2) represent the acceptable exterior noise levels at <br />the sensitive receptor. <br />Table N-2: City of Orange General Plan Maximum Stationary Source Noise Levels <br />Daytime Nighttime <br />(7:00 a.m. to 10:00 (10:00 p.m. to 7:00 <br />Noise Level Descriptor p.m.) a.m.) <br />Hourly Equivalent Level (Leq), 55 45 <br />dBA <br />Maximum Level (Lmax), dBA 70 65 <br />Source: City of Orange, General Plan, Noise Element Table N-4 <br />In addition, the City of Orange identifies impacts when a project causes ambient noise <br />levels to exceed the following: <br />• Where the existing ambient noise level is less than 65 dBA, a project related <br />permanent increase in ambient noise levels of 5 dBA CNEL or greater. <br />• Where the existing ambient noise level is greater than 65 dBA, a project related <br />permanent increase in ambient noise levels of 3 dBA CNEL or greater. <br />City of Orange Municipal Code <br />Title 8 (Health and Safety) Chapter 8.24 (Noise Control) of the Orange Municipal Code <br />contains noise control regulations that prohibit construction activities between the hours <br />of 8:00 p.m. and 7:00 a.m. on weekdays and Saturdays and anytime on Sundays and <br />federal holidays. Noise generated outside of the hours specified are subject to the noise <br />standards identified in Table N-3, which also apply to fixed noise sources at residential <br />properties. <br />101 <br />
