City of Santa Ana Addendum to the <br />MainPlace Mall Transformation Proiect Fashion Square Commercial Center Final EIR <br />and loading/unloading activities would be below City standards and ambient noise <br />levels, impacts related to delivery trucks would be less than significant. No new impact <br />would occur. <br />Public and Private Outdoor Amenity and Recreational Areas <br />The proposed Project includes exterior recreation and entertainment areas. The most <br />prominent noise sources at these areas would be gatherings at the proposed plaza area <br />on the east side of the Project site near Main Street. <br />The Acoustical Assessment identified that crowd noise is approximately 62 dBA at one <br />meter from the source (i.e., at the gathering plaza). As a result, crowd noise would be <br />approximately 23 dBA at the closest offsite sensitive receptors that are 300 feet from <br />the site. This noise level would not exceed the City of Orange's 55 dBA exterior noise <br />standard and would be below the existing ambient noise levels. <br />In addition, the proposed residential uses could include outdoor pool areas that would <br />constitute a stationary noise source. Noise at the pool areas would be approximately 67 <br />dBA at 75 feet from the edge of the pool during recreational swimming activities. The <br />closest offsite sensitive receptors would be located approximately 300 feet from the <br />Project site and 340 feet from the closest building. At this distance, noise levels would <br />be approximately 54 dBA, which is below the City of Orange's 55 dBA exterior noise <br />standard and below the existing ambient noise levels in the area. <br />Therefore, the proposed recreational and entertainment areas would not generate noise <br />levels that would increase ambient noise levels or exceed noise standards at the closest <br />offsite sensitive receptors. Therefore, impacts would be less than significant. No new <br />impact would occur. <br />Surface Parking and Parking Structure Noise <br />The proposed Project would utilize parking structures and surface lots, both of which <br />currently exist on the site. The instantaneous maximum sound levels generated by <br />parking lot noise, such as a car door slamming, engine starting up, and car pass-bys <br />range from 60 to 63 dBA. Conversations in parking areas typically range from 33 dBA at <br />50 feet for normal speech to 50 dBA at 50 feet for very loud speech. <br />Parking lot noise that would occur from the Project would be consistent with the existing <br />noise in the vicinity and would be partially masked by background noise from traffic <br />along 1-5, SR 22, and Main Street. Based on distance attenuation, instantaneous <br />maximum parking noise would be reduced to 47 dBA at the closest offsite sensitive <br />receptor, which is below the City of Orange's 55 dBA standard. Therefore, noise <br />impacts from parking facilities would be less than significant. No new impact would <br />occur. <br />107 <br />
