City of Santa Ana
MainPlace Mall Transformation
Traffic Noise
Addendum to the
Fashion Square Commercial Center Final EIR
The proposed Project would result in additional traffic on adjacent roadways, thereby
increasing vehicular noise near existing and proposed land uses. As shown in Table N-
6, roadway noise levels would range from 61.3 to 68.7 dBA. The highest increase in
noise levels would occur along Bedford Road, which would increase by 2.1 dBA. This
level is below the perceptible noise level change of 3.0 dBA. Thus, impacts would be
less than significant. No new impact would occur.
In addition, as detailed in Section 5.6, Traffic and Circulation, the traffic generated by
the proposed Project would be less than what would occur under the current
entitlements for the site. Table N-7 compares the Existing Plus Project noise condition
to the Currently Entitled noise condition and shows that the proposed Project would
result in lower traffic noise levels on all roadway study segments compared to what
would occur under the Current Entitlements.
Table N-7: Existing Plus Project Traffic Noise Levels
Existing
With Current
Project
Project
Conditions
Entitlements
With Project
Change
Change
from
from
Roadway
dBA
dBA
dBA
Existing
Existing
Significant
Segment
ADT
CNEL
ADT
CNEL
ADT
CNEL
Conditions
Entitlement
Impact?
Main Street
Chapman Ave to
29,664
66.9
35,042
67.7
35,332
67.7
0.8
-0.7
No
La Veta Ave
La Veta Ave to
Main Place Dr/
35,291
67.8
42,668
68.6
42,651
68.6
0.8
-0.8
No
Town and
Country Rd
Main Place
Dr/Town and
Country Rd to
29,094
67.0
36,905
68.0
35,903
67.9
0.9
-1.0
No
East City Place
Dr/Mall Entrance
Memory Lane to
30,433
67.2
38,919
68.2
37,710
68.1
0.9
-1.1
No
Santa Clara Ave
Santa Clara Ave
to West 171h St
31,257
67.0
36,237
67.6
35,709
67.6
0.6
-0.6
No
Bedford Road
La Veta Ave to 7 323 59.3 12,017 61.4 11,901 61.4 2.1 2.2 No
Main Place Dr
N.
