This includes <br />numeric "bright -line" thresholds and efficiency metric thresholds to meet the State's <br />GHG emissions targets. The efficiency -based threshold is 3.0 MTCO2e per service <br />population per year, which would meet the State's 2035 GHG reduction target (GHG <br />2019). <br />Construction of the proposed Project would include development of an additional <br />270,000 square feet of commercial, 750,000 square feet of office, 400 hotel rooms, and <br />1,900 residential units. Earthwork would involve the export of 440,000 cubic yards of <br />soil for parking structures and the import of 200,000 cubic yards of soil for minor grade <br />adjustments. Demolition of existing parking lot pavement, parking structures, and other <br />existing structures would also occur. Pursuant to SCAQMD guidance, construction GHG <br />emissions are summed and amortized over the lifetime of the project (assumed to be 30 <br />years), then added to the operational emissions. The amortized Project construction <br />emissions would be 62 MTCO2e per year. <br />GHG emissions would also occur from operation of the Project due to vehicular traffic <br />(mobile emissions), on -site combustion of natural gas, and operation of any landscaping <br />equipment. Operational GHG emissions also result from offsite generation of electrical <br />power, the energy required to convey water to, and wastewater from the Project site, <br />the emissions associated with solid waste generated from the Project, and any fugitive <br />refrigerants from air conditioning or refrigerators. The GHG emissions that are <br />estimated to occur from the existing development on the site, the Originally Approved <br />Plan, and the proposed Project are provided in Table AQ-5. <br />118 <br />
