City of Santa Ana Addendum to the <br />MainPlace Mall Transformation Project Fashion Square Commercial Center Final EIR <br />Table AQ-7: Climate Action Plan Consistency <br />CAP Goals I Compliance <br />Transportation and Land Use Measures <br />GOAL 1: Development of Local <br />Consistent. The proposed Project is an urban mixed -use infill <br />Retail Service Nodes <br />project that would include local commercial, housing, office, and <br />hotel near OCTA transit routes, major freeways, and roadways. <br />The infill location, mix of uses, and proximity to transit would reduce <br />dependency on cars, reduce time spent in traffic, closely links <br />residents to jobs and services, and reduce VMT. <br />GOAL 2: Local Residential Nodes <br />Consistent. The proposed Project would include commercial, <br />near Retail and <br />housing, office, and hotel uses at an urban infill location near <br />Employment <br />transit, major freeways, and roadways. The inclusion of 1,900 <br />residential dwelling units at a commercial site would create a more <br />optimal mix of land uses that would be conducive to the increased <br />use of transit. <br />GOAL 3: Traffic Signal <br />Not Applicable. This is not a project -specific policy and is <br />Synchronization <br />therefore not applicable. <br />Program <br />GOAL 4: Local Employment <br />Consistent. As noted above, the proposed Project is an urban infill <br />Nodes near Residential <br />project mixed -use development that would include commercial, <br />and Retail Areas <br />housing, office, and hotel near transit and major freeways and <br />roadways. The Project includes 750,000 square feet of office <br />adjacent to existing and proposed retail and proposed residential. <br />GOAL 5: End of Trip Facilities in <br />Consistent. The Project includes facilities to support bike and <br />New Projects <br />transit facilities and the proposed mix of uses, proximity to transit <br />and employment would encourage and facilitate and alternative <br />forms of transportation. <br />GOAL 6: Safe Routes to Schools <br />Consistent. Although this is not a project -specific policy, the <br />Project would maintain and provide walkways, pedestrian, and <br />bicycle mobility access between schools and residences. <br />GOAL 7: Design Guidelines for <br />Consistent. The Project would include a variety of connectivity <br />External Bike/ <br />points for vehicles, bicycles, transit, and pedestrians. The Santiago <br />Pedestrian/ Transit <br />Creek Trail, a regional trail, terminates on the eastern side of Main <br />Connectivity <br />Street and provides bicycle access to the Project site. There are <br />four bus lines that use the existing bus stop along the eastern <br />boundary of the site. <br />GOAL 8: Design Guidelines for <br />Consistent. The Project has a network of internal walkways and <br />Internal Bike/ <br />includes bicycle racks and bicycle parking/sharing stations to <br />Pedestrian/ Transit <br />facilitate access throughout the site. <br />Connectivity <br />GOAL 9: Adjust Parking Ratios <br />Consistent. The proposed Project includes implementation of a <br />Specific Plan with adjusted parking standards that are specific to <br />the proposed uses, which reduce the parking from the City's <br />standard of 3 spaces per 1,000 square feet to 1.9 spaces per 1,000 <br />square feet. The Project would not conflict with implementation of <br />this goal. <br />121 <br />
