City of Santa Ana Addendum to the <br />MainPlace Mall Transformation Project Fashion Square Commercial Center Final EIR <br />located in the southwest portion of the site and not cast shadows to Residential <br />Area "B". The buildings proposed to be located adjacent to 1-5 would not exceed <br />10 stories, pursuant to the development regulations in the Specific Plan. <br />Therefore, no shade/shadow impacts would occur in Residential Area B. No new <br />impact would occur. <br />Residential Area C is the residential area located to the north of SR-22. The1983 <br />EIR states: "A building from 19 to 52 stories tall could be located along the <br />northern Project boundary before any shadows were cast to Residential Area <br />'C'." As part of the proposed Project, the maximum proposed building height is <br />20-stories along Main Street and 10-stories elsewhere onsite, pursuant to the <br />development regulations in the Specific Plan. Therefore, no shade/shadow <br />impacts would occur in Residential Area C. No new impact would occur. <br />As described previously, the 1983 EIR concluded that development on the Project site <br />could have significant and unavoidable shade/shadow impacts. However, the Project's <br />proposed building heights would not generate shadows upon residential areas. <br />Therefore, impacts related to shade/shadow impacts would be less than those identified <br />in the 1983 EIR and the same as those identified in the 1996 Addendum. In addition, <br />Mitigation Measure 5.9-1 from the 1983 EIR, which provides for a shade and shadow <br />analysis to reduce potential impacts would not be applicable to the proposed Project, <br />given that the Specific Plan's development plan restricts building locations and heights <br />such that no impact would occur. <br />Solar Glare <br />Reflective light (glare) can be caused by sunlight or artificial light reflecting from finished <br />surfaces such as window glass or other reflective materials. Generally, darker or <br />mirrored glass would have a higher visible light reflectance than clear glass. Buildings <br />constructed of highly reflective materials from which the sun reflects at a low angle can <br />cause adverse glare. <br />The proposed Project would not use highly reflective surfaces, nor be comprised of <br />glass sided buildings. Although the buildings would contain windows, the windows <br />would be separated by brick, cement, stucco, or similar type of sided building wall that <br />would limit the potential of glare. The Specific Plan Design Guidelines include the <br />following requirements that reduce the potential for glare: <br />DG - 63 All materials for exterior applications should be finished. Inappropriate <br />materials for exterior applications include: <br />(a) Plastics/Plastic Laminates <br />(b) Asphalt shingles <br />(c) Corrugated fiberglass, or plastic <br />(d) Plywood or similar <br />(e) Highly reflective materials <br />129 <br />
