City of Santa Ana Addendum to the <br />MainPlace Mall Transformation Project Fashion Square Commercial Center Final EIR <br />DG - 66 Colors should be non -reflective. Colors and materials should be <br />subdued or flat -toned so as not to produce excessive reflected glare from the <br />sun. <br />DG - 1971-ighting in parking areas should be arranged to prevent direct glare into <br />adjacent dwelling units and onto neighboring uses/properties. <br />As described previously, the 1983 EIR included Mitigation Measure 5.9-2, to require that <br />non -reflective building exteriors be used. This mitigation measure would ensure that <br />non -reflective and low -reflective building materials be used, which would reduce <br />potential impacts related to glare. In addition, as described below, onsite lighting would <br />be angled down and shielded, which would avoid the potential of onsite lighting to <br />generate glare. Thus, consistent with the findings of the 1983 EIR, impacts relating to <br />glare would be less than significant with Mitigation Measure 5.9-2. Furthermore, no new <br />or substantially greater solar glare impacts would occur with implementation of the <br />proposed Project when compared to those identified in the 1983 EIR or 1996 <br />Addendum. No new impact would occur. <br />Illumination <br />The Project site is located within a developed urban area, adjacent to highly used <br />roadways. Existing sources of light in the vicinity of the Project site includes: street <br />lights, parking lot lighting, building illumination, security lighting, landscape lighting, and <br />lighting from building interiors that pass -through windows. The existing exterior lighting <br />on the Project site includes exterior pole mounted lighting throughout surface parking <br />areas, lighting within landscaping areas, lighting from parking structures, lighting at <br />building entrances, and lighting from electronic and lighted signs. <br />The proposed Project would include the provision of nighttime lighting for security <br />purposes around all of the proposed buildings and parking structures. Implementation of <br />the proposed Project would contribute additional sources to the overall ambient <br />nighttime lighting conditions. However, all outdoor lighting would be hooded, <br />appropriately angled away from adjacent land uses, and would comply with the City's <br />Municipal Code, Section 8-210 and Section 41-611.1 that provides specifications for <br />shielding lighting away from adjacent uses and intensity of security lighting. In addition, <br />the Specific Plan's Design Guidelines (Section 4.5.4 Lighting) include specific lighting <br />provisions, including the following: <br />DG - 182 Ensure that all lighting is "dark skies" compliant and does not <br />negatively impact the surrounding environment and adjacent uses. The type and <br />location should minimize direct glare onto adjoining properties. <br />DG - 183 Site lighting should not exceed more than 5 foot-candles of illumination <br />within 50 feet of a property used as or zoned residential. <br />DG - 184 Wall mounted lighting should not extend above the height of the wall or <br />parapet to which they are mounted. <br />130 <br />
