City of Santa Ana Addendum to the <br />MainPlace Mall Transformation Project Fashion Square Commercial Center Final EIR <br />Be oriented in a way that minimizes visual and light -emitting intrusion onto <br />properties zoned or used for residential purposes; and, maximizes visibility from <br />adjacent or nearby freeway corridors. <br />• Produce a maximum 0.3 foot-candles over ambient light levels. <br />• Include a means of ensuring additional flexibility in reducing light levels upon <br />request by the City. <br />• Provide a means of limiting excessive light or glare. <br />• Has automatic diming capabilities. <br />• Where screen transitions are used, such transitions shall not give the <br />appearance of moving text or images, and should use smooth effects, such as <br />fades, rather than abrupt transitions. The sign copy shall not use flashing, <br />intermittent or moving lights or produce the optical illusion of movement. <br />• Each sign copy shall be displayed for a minimum of eight seconds. <br />• No electronic message display shall be located on a ground sign within 50 feet of <br />a traffic signal or sign, and/or placed in a location that would not maintain safe <br />conditions for motorists, pedestrians, or cyclists as determined by the public <br />works agency. <br />With compliance with the Regional Planned Sign Program 2014-01 as included in the <br />Specific Plan and the City's municipal code sign regulations (to be verified by the City's <br />Planning and Building Agency during the permitting process), impacts related to digital, <br />electronic, or illuminated signs would be less than significant. No new impacts would <br />occur. <br />Conclusion for Shade/Shadow, Solar Glare, and Illumination <br />Overall, no new or substantially greater shade/shadow, solar glare, and illumination <br />impacts would occur with implementation of the proposed Project when compared to <br />those identified in the 1983 EIR and the 1996 Addendum. <br />Based on the foregoing, none of the conditions identified in CEQA Guidelines Section <br />15162 that would trigger the need to prepare a subsequent or supplemental EIR or <br />other environmental document to evaluate Project impacts or mitigation measures exist <br />regarding shade/shadow, solar glare, and illumination. There have not been 1) changes <br />to the Project that require major revisions of the previous adopted EIR due to the <br />involvement of new significant environmental effects or a substantial increase in the <br />severity of previously identified effects; 2) substantial changes with respect to the <br />circumstances under which the Project is undertaken that require major revisions of the <br />previous adopted EIR due to the involvement of new significant environmental effects or <br />a substantial increase in the severity of previously identified effects; or 3) the availability <br />of new information of substantial importance relating to significant effects or mitigation <br />measures or alternatives that were not known and could not have been known when the <br />1983 EIR was adopted as completed. <br />132 <br />
