City of Santa Ana Addendum to the <br />MainPlace Mall Transformation Proiect Fashion Square Commercial Center Final EIR <br />As described previously, the 1983 EIR included Mitigation Measure 5.9-3 requiring <br />lighting be directed downward and shielded from surrounding land uses, and that low - <br />intensity lighting be used in the parking areas. With implementation of Mitigation <br />Measure 5.9-3 and compliance with the City's municipal code lighting regulations (to be <br />verified by the City's Planning and Building Agency during the permitting process), any <br />lighting increase that would be generated by the Project would be less than significant, <br />which is consistent with the findings of the 1983 EIR and 1996 Addendum. No new <br />lighting impacts would occur. <br />Additionally, the Project could modify the two existing freestanding digital signs that are <br />located adjacent to 1-5 and SR-22 and/or result in new digital signs. The Specific Plan's <br />Design Guidelines (Section 4.5.3 Signage and Wayfinding) include specific provisions <br />for programmable electric signs that the following: <br />DG - 173 Programmable electronic signs should utilize automatic dimming <br />technology to allow the brightness of the light to adjust to ambient light. <br />DG - 174 Advertisement or informational signage displayed on programmable <br />electronic signs should have a maximum time limit. <br />The Specific Plan also requires compliance with the Regional Planned Sign Program <br />2014-01, which is included as an appendix to the Specific Plan. As described in <br />Municipal Code Section 41-885, the Regional Planned Sign Program is to ensure that: <br />• The scale and intensity of signage is consistent and harmonious with surrounding <br />land uses and does not create conditions that could contribute to visual or <br />physical blight, intrusion, or similar incompatibilities. <br />• The location of signage will not contribute towards a hazardous environment for <br />pedestrians, cyclists, or motorists on city streets or freeways. <br />• The proposed signage is compatible with the scale, intensity, and site <br />development characteristics on which it is proposed. Scale, intensity, and site <br />development characteristics may be determined by: <br />A. Height of existing or proposed buildings on -site; <br />B. Quantity of freestanding buildings, facades, and street frontages; <br />C. Scale of buildings as they relate to pedestrian and vehicular access, <br />surrounding land uses, and transportation corridors; <br />D. Visibility from streets, highways, pedestrian areas, rail corridors, bikeways, <br />other transportation routes, parks, and other public spaces; <br />E. Architecture, color(s), material(s), illumination, and other site characteristics; <br />and nature of business activities conducted on -site; and, <br />F. Visibility from any property used or zoned for residential purposes. <br />Also, pursuant to Municipal Code Section 41-885, electronic message signs are <br />required to comply with the following: <br />131 <br />
