City of Santa Ana Addendum to the <br />MainPlace Mall Transformation Proiect Fashion Square Commercial Center Final EIR <br />Impacts Associated with the Proposed Project <br />No New Impact. The Project site is located 6 miles north of John Wayne Airport and as <br />shown on the airports annual noise contour report, it is not located within the airport's <br />noise contours (OCAIR 2019). Additionally, the existing Land Use Plan for John Wayne <br />Airport shows that the Project site is not located within the airport impact zone, safety <br />zone, notification area, nor it is located within the imaginary surface obstruction <br />mapping area for the airport. Thus, FAA approval is no longer required for development <br />of structures over 58 feet in height on the Project site. In addition, the proposed Project <br />would not result in any impacts related to John Wayne Airport. Therefore, no new or <br />substantially greater impacts related to John Wayne Airport would occur with <br />implementation of the proposed Project when compared to those identified in the 1983 <br />EIR or 1996 Addendum. <br />Conclusion for John Wayne Airport <br />Based on the foregoing, none of the conditions identified in CEQA Guidelines Section <br />15162 that would trigger the need to prepare a subsequent or supplemental EIR or <br />other environmental document to evaluate Project impacts or mitigation measures exist <br />regarding John Wayne airport. There have not been 1) changes to the Project that <br />require major revisions of the previous adopted EIR due to the involvement of new <br />significant environmental effects or a substantial increase in the severity of previously <br />identified effects; 2) substantial changes with respect to the circumstances under which <br />the Project is undertaken that require major revisions of the previous adopted EIR due <br />to the involvement of new significant environmental effects or a substantial increase in <br />the severity of previously identified effects; or 3) the availability of new information of <br />substantial importance relating to significant effects or mitigation measures or <br />alternatives that were not known and could not have been known when the 1983 EIR <br />was adopted as completed. <br />Mitigation Measures <br />No mitigation measures related to John Wayne airport were included in the 1983 EIR <br />and none are required for the proposed Project. <br />141 <br />
