City of Santa Ana Addendum to the <br />MainPlace Mall Transformation Proiect Fashion Square Commercial Center Final EIR <br />Conclusion for Housing and Population <br />The proposed Project would not result in difficulties finding affordable housing, and the <br />Project would result in fewer potential impacts than were identified in the 1983 EIR; and <br />the same, less than significant impacts that were identified in the 1996 Addendum. <br />Thus, no new or substantially greater impacts would occur with implementation of the <br />proposed Project when compared to those identified in the 1983 EIR or 1996 <br />Addendum. <br />Based on the foregoing, none of the conditions identified in CEQA Guidelines section <br />15162 that would trigger the need to prepare a subsequent or supplemental EIR or <br />other environmental document to evaluate Project impacts or mitigation measures exist <br />regarding housing and population. There have not been 1) changes to the Project that <br />require major revisions of the previous adopted EIR due to the involvement of new <br />significant environmental effects or a substantial increase in the severity of previously <br />identified effects; 2) substantial changes with respect to the circumstances under which <br />the Project is undertaken that require major revisions of the previous adopted EIR due <br />to the involvement of new significant environmental effects or a substantial increase in <br />the severity of previously identified effects; or 3) the availability of new information of <br />substantial importance relating to significant effects or mitigation measures or <br />alternatives that were not known and could not have been known when the 1983 EIR <br />was adopted as completed. <br />Mitigation Measures <br />No mitigation measures related to housing and population were included in the 1983 <br />EIR and none are required for the proposed Project. <br />5.12 JOHN WAYNE AIRPORT <br />Summary of Impacts Identified in the 1983 EIR <br />The 1983 EIR described that the Project site is located outside of the 60 CNEL noise <br />contour for John Wayne Airport and is over one -mile from the airport's approach and <br />horizontal surface, but was within an area that requires a determination from the <br />Federal Aviation Administration (FAA) of the aeronautical hazard of structures that <br />intrude into an aerial imaginary horizontal surface of 203 feet above the sea level. With <br />a ground elevation of 145 feet above sea level, FAA approval was required for <br />structures over 58 feet in height. <br />Summary of Impacts Identified in the 1996 Addendum <br />The 1996 Addendum described that the addition would not create any new hazards to <br />aircraft approaching or departing the airport, and that no significant impacts would <br />occur. <br />140 <br />
