City of Santa Ana Addendum to the <br />MainPlace Mall Transformation Proiect Fashion Square Commercial Center Final EIR <br />The 1983 EIR estimated that the Originally Approved Plan would generate <br />approximately 33.44 tons of solid waste per day. The 1983 EIR determined that this <br />would have an incremental impact on the reduction of landfill capacity, but that impacts <br />would be less than significant. No mitigation measures related to solid waste were <br />required. <br />Police <br />The 1983 EIR described that police protection is provided by the City of Santa Ana <br />Police Department and that types of crimes can reasonably be expected to increase <br />with additional development on the site. The increase in crime would increase the <br />demand for police officers and equipment; however, the increase in tax revenue from <br />the new uses would provide for the increased Police Department needs. The 1983 EIR <br />also included Mitigation Measure 5.13-1 requiring the onsite uses to provide private <br />security to offset the needs of the Police Department and have a deterrent on crime. <br />Fire <br />The 1983 EIR described that the City of Santa Ana provided fire serves and that 4 fire <br />stations were within a 5-minute response time to the site. In addition, the site contains a <br />privately owned 200,000-gallon underground water reservoir with auxiliary pumps that <br />provides water for onsite fire protection. The 1983 EIR determined that the Originally <br />Approved Plan would result in in an increased demand for fire services that would <br />generate a need for one engine company, one truck company, and one battalion chief <br />at buildout; however, the increase in tax revenue would provide for the increased Fire <br />Department needs. The 1983 EIR also included Mitigation Measure 5.13-2 requiring <br />maintenance of the underground water reservoir or expansion as necessary to comply <br />with Fire Code requirements. <br />Summary of Impacts Identified in the 1996 Addendum <br />The 1996 Addendum determined that the proposed expansion would not result in <br />impacts related to natural gas, electricity, communications, solid waste, police, or fire <br />services. The Addendum stated that Mitigation Measures 5.13-1 and 5.13-2 should <br />remain a requirement. In addition, the 1996 Addendum describes that recent water and <br />sewer improvements would be able to accommodate the expansion. <br />Impacts Associated with the Proposed Project <br />No New Impact <br />Natural Gas <br />The Southern California Gas Company (SoCalGas) is the natural gas purveyor in the <br />City of Santa Ana and is the principal distributor of natural gas in Southern California. <br />SoCalGas estimates that gas demand will decline at an annual rate of 0.5 percent from <br />2018 to 2035 due to modest economic growth, mandated energy efficiency standards <br />and programs, renewable electricity goals, and conservation savings linked to advanced <br />metering infrastructure (CGEU 2018).
