City of Santa Ana Addendum to the
MainPlace Mall Transformation Project Fashion Square Commercial Center Final EIR
Table PSU-3: Estimated Wastewater Generation at Project Buildout
Use
Generation
Rate
Quantity
Average Flow
Rate
Peak
Flow
Multi -family
190 gpd/unit
1,900
units
0.56 cfs
1.68 cfs
Hotel
190 d/room
400 rooms
0.12 cfs
0.36 cfs
Commercial
0.0125 cfs/acre
49.0 ac
0.61 cfs
1.83 cfs
Total
1.29 cfs
3.87 cfs
Source: Sanitary Sewer capacity Study, 1u1 a
Wastewater generated on the Project site, with the exception of one parcel that
generates 0.45 cfs, is conveyed to the existing 15-inch sewer line in Main Place Drive.
The peak flow generated by buildout of the proposed Project would be 3.42 cfs at this
discharge point, which is less than the allowable capacity of 3.63 cfs of the 15-inch
sewer line. The remaining parcel would connect to the 15-inch drain at the 30-inch trunk
line, which has an allowable capacity of 26.99 cfs which is greater than the estimated
peak flow from the Project of 3.87 cfs. Therefore, the existing City sewer system would
be able to accommodate the peak flow generated by the proposed Project. In addition,
OCSD indicates that the 30-inch trunk line is running approximately half full, which
provides capacity to meet the demands of the Project. Therefore, consistent with the
1983 EIR and 1996 Addendum, impacts related to sewer would be less than significant.
No new impact would occur.
Solid Waste
Similar to the Originally Approved Plan, the proposed Project would result in an
increased generation of solid waste that would be disposed of in landfills. Table PSU-4
compares the volume of solid waste that would be generated from the Originally
Approved Plan, the Currently Entitled development, and the proposed Project based on
the solid waste generation rates in the 1983.
As shown, the proposed Project would result in 6.52 tons per day less solid waste than
the Originally Approved Plan and 3.99 tons per day less solid waste than the Currently
Entitled development. Thus, the Project would generate less solid waste related impacts
than described in the 1983 EIR or under the conditions of the 1996 Addendum.
In addition, the current recycling requirements require diversion of 50 percent of solid
waste away from landfills. Therefore, the proposed Project would result in a 13.46 tons
of solid waste per day being disposed of in landfills. After 2020, when the proposed
Project would be operational, the State regulations per AB 341 will become effective,
which will require diversion of 75 percent of solid waste from landfills. Thus, it is
anticipated that solid waste landfill disposal from operation of the Project would be
reduced to approximately 6.73 tons per day.
