City of Santa Ana Addendum to the <br />MainPlace Mall Transformation Proiect Fashion Square Commercial Center Final EIR <br />population ratio was 1.04 officers per 1,000 population and the Police Department <br />response time standard is 7 minutes for Priority 1 service calls (PD 2016). <br />The proposed Project would result in an onsite population increase that would create <br />the need for new police services. The Project is anticipated to generate a typical range <br />of police service calls, such as vehicle burglaries, shoplifting, residential thefts, and <br />disturbances. New development on the site would addresses typical security concerns <br />by providing public safety through design, which includes low -intensity security lighting, <br />security cameras, and electronic access to residential buildings. The Specific Plan <br />Design Guidelines include the following requirement for use of public safety through <br />design: <br />• DG - 18 Use the concept of natural surveillance, or "eyes on the street," by <br />promoting features that maximize the visibility of people, parking, and building <br />entrances. <br />• DG - 19 Delineate the separation between public and private spaces with paving, <br />building materials, grade separations or with physical barriers such as <br />landscaping. <br />• DG - 20 Use the concept of territorial reinforcement by promoting features such <br />as landscape planting, paving designs, and gateway treatments that define <br />property lines and distinguish private space from public space. <br />• DG - 21 Use the concept of natural access control by designing streets, <br />walkways, building entrances, and development entries to clearly indicate public <br />routes and to discourage access to private areas. <br />• DG - 76 For security reasons, dwelling units should have sight lines out to the <br />parking areas, but these views should be partially filtered through use of <br />appropriate landscaping, such as trees. <br />• DG - 191 Security lighting should be designed as part of a comprehensive <br />lighting plan. <br />The Specific Plan also includes performance standards for security, which state that <br />residential units shall be designed to ensure the security of residents through the <br />provision of secured entrances and exits that are separate from the non-residential uses <br />and are directly accessible to parking areas. Non-residential and residential uses shall <br />not have common entrance hallways or common balconies. These separations shall be <br />shown on the development plan and the separations shall be permanently maintained. <br />Pursuant to the City's existing permitting process, the Police Department would review <br />and approve building site plans to ensure that appropriate crime prevention measures <br />are incorporated appropriately to provide a safe environment. <br />The proposed Project would also result in an incremental increase in demands on law <br />enforcement services but would not be significant when compared to the current <br />demand levels. Based on the 2016 staffing ratio of 1.04 officers per thousand <br />population, the proposed Project would require 4 additional officers at buildout. <br />150 <br />
