Mitigation Program for the <br />City of Santa Ana MainPlace Mall Transformation Project <br />Final EIR Mitigation Measures (MMs) <br />Applicable? <br />Explanation <br />and heights for the structures which could result in the least <br />and location of buildings, the Project could have shade/ shadow <br />shade/shadow impact, if any, to the surrounding land uses. <br />impacts to surrounding land uses, including residential areas. The EIR <br />analysis looked at three residential development in the Project area <br />and concluded that the Project could have significant and unavoidable <br />shade/ shadow impacts. That conclusion was based on the fact that <br />there was "no absolute height limit" applicable to development of the <br />Project. <br />The Specific Plan would restrict buildings fronting Main Street to a <br />maximum of 20 stories, and buildings on all other portions of the <br />Project site to a maximum of 10 stories. Thus, as further explained <br />below, the Project would not have significant and unavoidable shade/ <br />shadow impacts based on the analysis set forth in the Final EIR. <br />Residential Area A is southeast of Main Street. At the time of the <br />EIR, residential development was located north and south of the <br />Santiago Creek Trail. Residential development on the southeast <br />corner of the intersection of Main Street at Memory Lane is now <br />office uses. Table 23 of the EIR indicated that a 21-story building <br />would need to be setback approximately 500 feet from the Project <br />boundary to preclude shadows. At its nearest point, on -site <br />development would be approximately 1,000 feet from existing off - <br />site single-family residences on Spurgeon Street and E. Virginia <br />Avenue. Therefore, no shade/ shadow impacts would occur based <br />on the analysis in the Final EIR. <br />Residential Area B is southwest of the Project site and west of I-5. <br />The Final EIR noted that "A building between 8 and 19 stories tall <br />could be located in the southwest portion of the site and not cast <br />shadows to residential area "B". Under the Specific Plan, buildings <br />adjacent to I-5 would not exceed 10 stories. Therefore, no <br />shade/shadow impacts would occur based on the analysis in the <br />Final EIR. <br />Residential Area C is the single-family residences north of SR-22. <br />The EIR states: "A building from 19 to 52 stories tall could be <br />located along the northern Project boundary before any shadows <br />
