City of Santa Ana Addendum to the <br />MainPlace Mall Transformation Proiect Fashion Square Commercial Center Final EIR <br />1 INTRODUCTION <br />1.1 PURPOSE AND SCOPE <br />This document is an Addendum to the Final Environmental Impact Report (1983 EIR") <br />certified by the City of Santa Ana ("City") for the Fashion Square Commercial Center <br />Project ("Originally Approved Plan") in 1983 (SCH Number: 1983021103). The 1983 <br />EIR, in conjunction with this Addendum, serve as the environmental review for the <br />proposed MainPlace Mall Transformation Project ("proposed Project"). The Project <br />proposes to modify the Originally Approved Plan ("Proposed Modifications") and the <br />land use entitlements ("Current Entitlements") that were approved under an addendum <br />to the 1983 EIR that was prepared in 1996 ("1996 Addendum"). Specifically, the <br />MainPlace Mall Transformation Project proposes adoption of a Specific Plan that would <br />modify the existing land use entitlements for the site by reducing the total commercial <br />and office use and adding residential uses, in order to fulfill the purpose of the General <br />Plan's District Center land use with a mixed -use project. The MainPlace Mall is located <br />at 2800 N. Main Street in the City of Santa Ana ("Project site"). <br />Pursuant to the provisions of the California Environmental Quality Act (Pub. Resources <br />Code, Section 21000 et seq.) ("CEQA") and the State CEQA Guidelines (Cal. Code <br />Regs., tit. 14, Section 15000 et seq.), the City is the Lead Agency charged with deciding <br />whether or not to approve the MainPlace Mall Transformation Project. This Addendum <br />addresses the potential environmental impacts associated with the Proposed <br />Modifications and will be considered by the City during the MainPlace Mall <br />Transformation Project's entitlement process. <br />1.2 ENVIRONMENTAL PROCEDURES <br />An Addendum to a previously certified Environmental Impact Report ("EIR") is prepared <br />when a lead agency is asked to issue a discretionary decision regarding a proposed <br />project, but none of the conditions triggering the need for a Subsequent or <br />Supplemental EIR are present. <br />Pursuant to Public Resources Code section 21166 and State CEQA Guidelines section <br />15162, when an EIR has been certified or a negative declaration adopted for a project, <br />no subsequent or supplemental EIR or negative declaration shall be prepared for the <br />project unless the lead agency determines that one or more of the following conditions <br />are met: <br />Substantial project changes are proposed that will require major revisions of the <br />previous EIR or negative declaration due to the involvement of new significant <br />environmental effects or a substantial increase in the severity of previously <br />identified significant effects; <br />Substantial changes would occur with respect to the circumstances under which <br />the project is undertaken that require major revisions to the previous EIR or <br />negative declaration due to the involvement of new significant environmental <br />5 <br />
