City of Santa Ana Addendum to the <br />MainPlace Mall Transformation Proiect Fashion Square Commercial Center Final EIR <br />3 PROJECT DESCRIPTION <br />3.1 PROJECT OBJECTIVES <br />The goals and objectives for the MainPlace Mall Transformation Project are to: <br />• Provide a plan that allows for the revitalization of MainPlace mall, adapting to <br />changing market conditions, and providing economic benefits to the City. <br />• Provide a long-term development plan that encourages and facilitates new land <br />uses of high quality and design. <br />• Create an urban village that serves as a regional anchor to the area and draws <br />upon the vibrancy of established neighborhoods, businesses, and community <br />amenities nearby, including Park Santiago, Children's Hospital of Orange County <br />(CHOC), St. Joseph Hospital of Orange, Santiago Park and Creek, Main Street, <br />the Discovery Science Center, and more; <br />• Integrate the Project into the established urban fabric with established <br />neighborhoods in the immediate vicinity; <br />• Provide a mixture of land uses that reduce vehicle miles traveled through internal <br />capture of trips and carry out the intent of the City's Climate Action Plan. <br />• Provide a plan that facilitates private investment in the development of the Project <br />site. <br />Provide flexibility in development while achieving community goals. <br />Provide a development that is consistent with the District Center land use <br />designation of the General Plan by providing residential uses in a mixed -use <br />setting. <br />Create employment opportunities. <br />Provide a mixture of high -quality housing and ground level commercial uses along <br />Main Street. <br />• Provide a circulation system responsive to the needs of vehicular, bicycle, and <br />pedestrian travel. <br />• Provide landscaping appropriate to the level of development and sensitive to <br />surrounding uses. <br />• Provide architecture which responds to and enhances the property with timeless <br />architectural style. <br />• Provide a visually harmonious development as viewed both internally and <br />externally. <br />• Provide a project that has an architectural language promoting the varied uses <br />while working with the contextual and regional vernacular of Southern California. <br />21 <br />
