City of Santa Ana Addendum to the <br />MainPlace Mall Transformation Proiect Fashion Square Commercial Center Final EIR <br />Design Features <br />As included in the Specific Plan Development Regulations Section 3.1.4(B), the <br />Project would install air filtration systems with efficiencies equal to or exceeding a <br />Minimum Efficiency Reporting Value (MERV) 13 (or equivalent system), as <br />defined by the American Society of Heating, Refrigerating and Air Conditioning <br />Engineers (ASHRAE) Standard 52.2 for all residential units that face 1-5. <br />The Project includes a minimum of 25 electric vehicle charging stations and <br />would meet or exceed minimum California Building Code (CBC) requirements. <br />Circulation Infrastructure <br />Vehicular circulation utilized by the Project consists of the existing offsite public <br />roadways, vacation of existing onsite public streets, and development of new onsite <br />private drives. As part of the previous entitlements that were issued in 1983, the <br />developer was required to make and/or fund a number of significant infrastructure <br />improvements to accommodate the increase in traffic expected to be generated by <br />buildout of the Originally Approved Plan as analyzed in the 1983 EIR. Figure 4, Land <br />Use Plan. <br />The following improvements to the existing transportation system are proposed as part <br />of the Project: <br />• Vacation of Main Place Drive, a public right-of-way, between Bedford Road and <br />Main Street; <br />• Realignment and resurfacing of the vacated segment of Main Place Drive <br />between Bedford Road and Main Street as a private drive; <br />• Construction of a traffic signal at the intersection of the realigned Main Place <br />Drive and Bedford Road; <br />• Provision of sidewalk and parkway on the Project -side of Main Place Drive; and <br />Restriping and reconfiguration of lanes at the intersection of Main Place Drive <br />and Bedford Road and restriping of Main Place Drive to accommodate an on - <br />street bicycle lane between Bedford Road and Broadway. Restriping would result <br />in two travel lanes and a center continuous lane. <br />The circulation components of the Specific Plan are show in Figure 5, Circulation Plan <br />and Figure 6, Cross Sections. <br />Parking <br />Existing MainPlace Mall is surrounded by both surface and structured parking, that <br />provides a total of 4,885 parking spaces, based on parking ratios established as part of <br />past entitlements. The site is presently overparked and much of the parking lot area <br />remains unused. <br />27 <br />
