City of Santa Ana Addendum to the <br />MainPlace Mall Transformation Proiect Fashion Square Commercial Center Final EIR <br />3.3 DISCRETIONARY APPROVALS <br />To implement the MainPlace Mall Transformation Project, the applicant has applied for <br />the discretionary entitlements below: <br />Adoption of the MainPlace Specific Plan <br />Approval of the Tentative Parcel Map <br />Approval of vacation of Main Place Drive between Bedford Road and Main Street <br />Approval of a Development Agreement outlining administrative requirements, <br />ownership provisions, conditions, covenants and restrictions ("CC&Rs"), public <br />accessibility, and other terms that would not result in physical improvements or <br />development beyond that contemplated and described in the Specific Plan. <br />In addition, Project development would require ministerial approvals, including the <br />following: <br />Issuance of demolition permit <br />Issuance of construction permits, including buildings, streets, utilities, grading, <br />roadway improvements, etc. <br />Approval of development plans as they are submitted <br />As part of the MainPlace Mall Transformation Project, approvals by other agencies are <br />anticipated to include, but are not limited to: <br />Santa Ana Regional Water Quality Control Board: National Pollution Discharge <br />Elimination System (NPDES) permit; issuance of waste discharge requirements; <br />construction stormwater runoff permit. <br />Orange County Fire Authority: Plan check for building plan review and <br />emergency access <br />.e] <br />
