Where a Santa Ana intersection is located in an area <br />designated as a Major Development Area (MDA), the Level of Service standard is LOS E. <br />3.5 Significance Thresholds <br />At intersections under the jurisdiction of the City of Santa Ana or the City of Orange, the Project impact is <br />generally considered to be significant if the project -related traffic causes a deficient Level of Service; or if <br />the intersection is already deficient, the Project impact would be significant if the project -related increase <br />to the ICU is 0.01 or greater. <br />For State-controlled intersections, the Project impact is generally considered to be significant if the <br />project -related traffic causes a deficient Level of Service; or if the intersection is already deficient in the <br />pre -project condition, the existing measure of effectiveness (MOE) should be maintained. <br />Kimley>»Horn Page 113 <br />
