3.4 Performance Criteria
The Level of Service standard for peak hour intersection operation for the cities of Santa Ana and Orange,
and for Caltrans is LOS D with one exception. Where a Santa Ana intersection is located in an area
designated as a Major Development Area (MDA), the Level of Service standard is LOS E.
3.5 Significance Thresholds
At intersections under the jurisdiction of the City of Santa Ana or the City of Orange, the Project impact is
generally considered to be significant if the project -related traffic causes a deficient Level of Service; or if
the intersection is already deficient, the Project impact would be significant if the project -related increase
to the ICU is 0.01 or greater.
For State-controlled intersections, the Project impact is generally considered to be significant if the
project -related traffic causes a deficient Level of Service; or if the intersection is already deficient in the
pre -project condition, the existing measure of effectiveness (MOE) should be maintained.
