City of Santa Ana MainPlace Mall Transformation Project <br />Traffic Impact Study <br />4 EXISTING TRAFFIC ENVIRONMENT/AREA CONDITIONS <br />4.1 Existing Transportation System <br />Regional access to the site is provided by 1-5 and SR-22. 1-5 is located along the southwest side of the <br />project site, and SR-22 is located along the north side of the site. Local access to the project vicinity is <br />provided by the following roadways. <br />Main Street is a north -south roadway that forms the project site's eastern boundary and provides direct <br />access to the site. Along the project frontage, Main Street provides three travel lanes in the southbound <br />direction, and four travel lanes in the northbound direction, with a raised/painted median. The posted <br />speed limit south of MainPlace Drive is 35 miles per hours (mph) and 40 mph to the north in the City of <br />Orange. On -street parking is generally not allowed on either side of the street. Main Street is classified as <br />a Major Arterial on the City of Santa Ana Circulation Element. On the City of Orange Circulation Element, <br />Main Street is classified as a Principal Arterial between La Veta Avenue and the City boundary, and as a <br />Major Arterial north of La Veta Avenue. <br />MainPlace Drive is a road that provides two travel lanes in each direction, and encircles the project site <br />on the north, west, and south sides. Several project site driveways connect to MainPlace Drive. The posted <br />speed limit is 35 mph. Parking is prohibited on both sides of the road. <br />Bedford Road is a north -south roadway that runs parallel to Main Street and connects to MainPlace Drive <br />at an unsignalized intersection at the north edge of the project site. North of the project site, Bedford <br />Road is a two-lane overcrossing over SR-22, and then continues past single-family homes on the west side <br />of the street, and office parking on the east side of the street to its signalized intersection with La Veta <br />Avenue. Bedford provides one travel lane in the southbound direction, and two travel lanes in the <br />northbound direction, with a painted two-way left -turn lane. Parking is allowed on the west side of the <br />road, in front of the single-family homes. At its intersection with La Veta Avenue, the north leg of Bedford <br />Road is signed and configured with a "pork chop" median to prohibit northbound and southbound through <br />traffic across La Veta Avenue. <br />North Broadway is a north -south roadway that runs parallel to Main Street and connects to MainPlace <br />Drive at a signalized intersection at the south edge of the project site. North Broadway provides two travel <br />lanes in each direction, with a raised / painted median. The speed limit is 40 mph, and parking is prohibited <br />on both sides of the road. North Broadway is classified as a Secondary Arterial on the City of Santa Ana <br />Circulation Element. <br />La Veta Avenue is an east -west roadway located approximately 1,000 feet north of the project site in the <br />City of Orange. West of Main Street, La Veta Avenue provides two to three travel lanes in each direction, <br />with a painted median, and a speed limit of 45 mph. East of Main Street, La Veta Avenue has three lanes <br />in both directions, and a speed limit of 35 mph. La Veta Avenue is classified as a Major Arterial on the City <br />of Orange Circulation Element. <br />Town and Country Road is an east -west roadway in the City of Orange that aligns with the northern <br />terminus of MainPlace Drive at Main Street, and that extends approximately one-half mile eastward, <br />ending at Memory Lane. Town and Country Road is a four -lane divided roadway and is classified as a <br />Primary Arterial on the City of Orange Circulation Element.
