City of Santa Ana Addendum to the <br />MainPlace Mall Transformation Proiect Fashion Square Commercial Center Final EIR <br />5.6 TRAFFIC AND CIRCULATION <br />Summary of Impacts Identified in the 1983 EIR <br />The 1983 EIR included a traffic impact analysis that included an evaluation of the <br />capacity of arterial streets and freeways that would be utilized by vehicular trips <br />generated by the Originally Approved Plan. The analysis determined that buildout of the <br />Originally Approved Plan would require the following specific roadway improvements to <br />reduce traffic impacts from buildout of the site: <br />1. Contribute a one percent (1 %) assessment fee to the Joint City of Santa Ana <br />and City of Orange Transportation System Improvement Program (TSIP) to <br />fund needed transportation improvements in the area. <br />2. Provide funding for the construction of freeway ramps on the west side of <br />Fashion Square to link the Santa Ana Freeway with a public road surrounding <br />the Project. <br />3. Widen Main Street along the Fashion Square frontage to provide 4 southbound <br />lanes and a 26-foot-wide median island to accommodate dual northbound left - <br />turn lanes. <br />4. Construct a public roadway around the west side of the site from the <br />intersection of Owens Drive (now Memory Lane)/North Broadway to the <br />intersection of Main Street/Town and Country Road. <br />5A. Modify the intersection of the Mall Entrance at Main Street to accommodate two <br />entry and exit lanes, a left -turn pocket, and left -turn phasing. <br />5B. Reconstruct the median island on Town and Country Road to provide a <br />westbound left -turn lane. <br />6. Install traffic signals at the intersection of La Veta Avenue at Bedford Road and <br />at the intersection of Bristol Avenue/La Veta Road at the SR-57 southbound off - <br />ramp. <br />7. Develop and maintain a Transportation System Management (TSM) Program to <br />maximize use of transit, ride -sharing and staggering of work hours. <br />8. Provide second -level access from a future transit station on Main Street to <br />minimize at -grade pedestrian crossings of Main Street. <br />However, the 1983 EIR determined that even with implementation of the improvements <br />listed above, a significant impact on streets and freeways would result, and that full <br />development of the site would require completion of other local street and freeway <br />improvements to accommodate the traffic. <br />After certification of the 1983 EIR, six of the eight mitigation measures listed above were <br />implemented with construction of the approved structures. Mitigation Measure 5.6-2, <br />which required the developer of the Mall to "[p]rovide funding for the construction of a <br />pair of new freeway ramps on the west side of Fashion Square linking the Santa Ana <br />Freeway with a public road surrounding the project' (the future Main Place Drive), was <br />o; <br />
