City of Santa Ana Addendum to the <br />MainPlace Mall Transformation Proiect Fashion Square Commercial Center Final EIR <br />determined to be infeasible. As a result, the measure was replaced with an obligation to <br />contribute to the cost of other ramps then planned by Caltrans that included an off -ramp <br />from southbound 1-5 to North Broadway and an on -ramp from Main Street to northbound <br />1-5, which were thereafter constructed. In addition, Mitigation Measure 5.6-3, which <br />required Main Street to be widened to an eight -lane roadway, was superseded by the <br />General Plan Circulation Element, which identifies Main Street as a 6-lane major <br />arterial. During update of the General Plan Circulation Element in 1998, the City <br />determined that widening of Main Street is not necessary to accommodate build out of <br />the Original Project. Thus, all of the traffic improvements the Redevelopment Agency <br />and City determined were necessary to accommodate the Original Project have already <br />been implemented. <br />Summary of Impacts Identified in the 1996 Addendum <br />The 1996 Addendum described that the expansion modifications are not anticipated to <br />result in any additional significant impacts compared to those identified in the 1983 EIR. <br />The 1996 Addendum determined that the mitigation measures identified in the 1983 EIR <br />served to mitigate a much larger project than the 1996 proposed expansion and no <br />additional mitigation measures were required. <br />Impacts Associated with the Proposed Project <br />No New Impact. To identify potential traffic and circulation impacts from implementation <br />of the proposed Project, a Traffic Impact Study (TIS 2019) was prepared and is included <br />as Appendix D. Specifically, the Traffic Impact Study considered whether reducing the <br />buildout of the site by 859,255 square feet of commercial and office space, and adding <br />to the buildout of the site 1,900 residential units, resulted in a new traffic impact, or a <br />substantially more severe traffic impact, than was disclosed in the 1983 EIR. The <br />analysis found that implementation of the proposed Project would result in fewer daily <br />vehicular trips than build out of the existing land use entitlements for the Project site; <br />and as a result, no new traffic impacts would occur from implementation of the proposed <br />Project, as detailed below. <br />Significance Thresholds <br />The Level of Service (LOS) standard for peak hour intersection operations for the Cities <br />of Santa Ana and Orange, and for Caltrans is LOS D; with the exception of Santa Ana <br />intersections within a designated Major Development Area (MDA) where the LOS <br />standard is LOS E. The acceptable LOS standard —and the definition of "deficient' <br />LOS—for operations within the City of Santa Ana is adopted and established by the City <br />of Santa Ana General Plan. <br />For intersections under the jurisdiction of the City of Santa Ana or the City of Orange, <br />Project impacts are considered to be significant if the project -related traffic causes a <br />deficient LOS; or if the intersection is already deficient, the project -related traffic <br />70 <br />
