Local Guidelines for Implementing the <br />California Environmental Quality Act (2019) ENVIRONMENTAL IMPACT REPORT <br /> <br />The City may submit fifteen (15) hard copies of the entire draft environmental document <br />or fifteen (15) CD-ROMs of the entire document. The document must be on a CD-ROM in a <br />common file format such as Word or Acrobat. In addition, each CD-ROM must be accompanied <br />by fifteen (15) printed copies of the Draft EIR summary (as described in Local Guidelines <br />Section 6.11 <br />sheet for document transmittal. The summary allows both the State Clearinghouse and the <br />various agency CEQA coordinators to distribute the documents quickly without the use of a <br />computer. <br />Submission of the Draft EIR to the State Clearinghouse affects the timing of the public <br />review period as set forth in Local Guidelines Section 7.28. <br />7.27 S PECIAL N OTICE R EQUIREMENTS FOR W ASTE- A ND F UEL-B URNING P ROJECTS. <br />For any waste-burning project, as defined in Local Guidelines Section 5.11, in addition to <br />the notice requirements specified in Local Guidelines Sections 7.25 and 7.26, Notice of <br />Availability of the Draft EIR shall be given by direct mailing or any other method calculated to <br />provide delivery of the notice to the owners and occupants of property within one-fourth mile of <br />any parcel or parcels on which the project is located. <br />7.28 T IME F OR R EVIEW OF D RAFT EIR; F AILURE TO C OMMENT. <br />A period of between thirty (30) and sixty (60) days from the filing of the Notice of <br />Completion of the Draft EIR shall be allowed for review of and comment on the Draft EIR, <br />except in unusual situations. When a Draft EIR is submitted to the State Clearinghouse for <br />review by state agencies, the public review period shall be at least forty-five (45) days, unless a <br />shorter period is approved by the State Clearinghouse as discussed below. <br />If a state agency is a Responsible Agency, or if the Draft EIR is submitted to the State <br />Clearinghouse, the public review period shall be at least as long as the review period established <br />by the State Clearinghouse. The public review period and the state agency review period may, <br />but are not required to, begin and end at the same time. The state agency review period begins <br />(day one) on the date that the State Clearinghouse distributes the Draft EIR to state agencies. <br />The State Clearinghouse is required to distribute the Draft EIR to state agencies within three (3) <br />working days from the date the State Clearinghouse receives the document, as long as the Draft <br />EIR is complete when submitted to the State Clearinghouse. If the document submitted to the <br />State Clearinghouse is not complete, the State Clearinghouse must notify the Lead Agency. The <br />review period for the public and all other agencies may run concurrently with the state agency <br />review period established by the State Clearinghouse. <br />Under certain circumstances, a shorter review period of the Draft EIR by the State <br />Clearinghouse can be requested by the City; however, a shortened review period shall not be less <br />than thirty (30) days for a Draft EIR. Any request for a shortened review period must be made in <br />writing by the City to OPR. The City may designate a person to make these requests.
