EXHIBIT 1 <br />Orange County CHrldrLn's'therapeutic Arts Center <br />Procurement iPnlicy <br />2019-2020 <br />Orange County Children's Therapctitic Arts Center (OCCTAC) has established this <br />Policy to guide its procurement o Fsupplies, equipment, and services. The purpose of this <br />policy is to insure that OCCTAC. makes procurement decisions and payments in an open <br />and Pair manner and to document all purchases when appropriate. <br />A. Code of Cenduci <br />No employee, ol'Ficer, or agent of Orange County Children's Therapeutic Arts Center <br />(OCCTAC) shall participate in the selection or in the award or administration of any <br />procurement if a conflict ofinteroai, real or apparent, would he involved. Such a conflict <br />could arise if the employee. officer, or agent: any member ofhalhis immediate ftunily; <br />his/her partner; or an organization which employs oris about to employ any ofthc above <br />has a financial or other interest in the firth selected For award, <br />No officer, employee, or agent of OCCTAC shall solicit or accept gratuities, favors, or <br />anything of monetary value form contactors, potential contractors, or parties to sub - <br />agreements, except where the financial interest is not substantial or the gift is an <br />unsolicited item of nominal intrinsic value. <br />Any alleged violations ot'these standards of condudt shall be tol'erred to the Executive <br />Director. Where violations appear to have occurred. the oll'ending employee.. officer, or <br />agent shall he subject to disciplinary action, including but not limited to: dismissal or <br />transfer; when violations or infractions appear to he substantial in nature, the mutter may <br />be referred to appropriate officials for criminal investigation and possible prosecution. <br />B. ]Procurement Procedures <br />The officer, employee, or agent responsible for procurement of services, supplies, <br />equipment or construction shall reviewall proposed procurement actions to avoid the <br />purchase of unnecessary or duplicative items. <br />All services and items will be purchased with consideration of these priorities: <br />1. Best price <br />2. features and quality of the itom <br />3. ]'Willingness to meet billing, delivery, and service needs <br />4. Minority or Women -owned supplier <br />Services and items less than S500: <br />Comparisons of prices, quality, and features can he made by visit, telephone, or by <br />consulting advortisementsand catalogues. All purchases mustbe made within budget <br />25A-59 <br />
