Y &0, <br />Santa Ana Unified cool ist ct <br />FACILITIES PLANNING <br />August 18, 2003 <br />Mr. Dan Bott <br />City of Santa Ana <br />Facilities Planning and Building Agency <br />20 Civic Center Plaza <br />Santa Ana, CA 92701 <br />Subject: Review of Construction Impacts, One Broadway Plaza <br />Dear Margie: <br />Al Mijares, Ph.D., Superintendent <br />The Santa Ana Unified School District (District) is providing comments on the Draft <br />EIR for the One Broadway Plaza Project (Project) to request more specific language <br />to protect all students who would pass by the Project site on their way to and from <br />Willard Intermediate School and the Orange County High School of the Arts while <br />the Project is under construction. <br />The construction of the Project office building and parking garage will require that <br />large portions of the site be excavated to provide room for the building footings, <br />basement, and subterranean parking area. This excavation will require that the <br />Project site be fenced on all four sides. Project construction activities will also result <br />in a number of large construction vehicles entering and exiting the site. This will <br />most likely occur on the Sycamore Street side of the Project site because of the <br />heavy traffic on Broadway Street. Students will need to use caution when using <br />Washington Avenue, 101" Street, Sycamore Street and Broadway Street surrounding <br />the project site as they make their way to school. <br />The Project EIR currently includes the following measures to protect students: <br />PS-11 The project site and possibly sidewalks adjacent to the site shall be properly <br />barricaded to prevent unauthorized access to the site during project <br />construction activities. <br />PS-12 The Principals at Willard Intermediate School and the Orange County High <br />School of Arts shall be notified by the project developer before project <br />construction begins that students may be required to use sidewalks on the <br />opposite sides of streets to avoid project construction activities and closure <br />of the sidewalks adjacent to the project site. <br />While the above mitigation measures are appropriate, The Santa Ana Unified School <br />District recommends these additional measures to ensure the safety of students: <br />1601 East Chestnut Avenue, Santa Ana, CA 92701-5322 (714) 480-5357 <br />BOARD Of ED'ilCAIION <br />a oo "me"i:and sera"g: usekosemiljft Y3°",PPWfiocvice President EXHIBIT 3 <br />Rnh Rirhnrd.son.
