R8 RESPONSE TO COMMENTS FROM THE SANTA ANA UNIFIED <br />SCHOOL DISTRICT DATED MAY 14, 2004 & AUGUST 18, 2003 <br />R8-1 The comment letter was received after the public review period for the Draft EIR. <br />However, the Santa Ana Unified School District maintains that the letter was sent <br />during the public review period of July 30, 2003 to September 12, 2003. <br />Unfortunately, the City did not receive it until May 14, 2004. The City is <br />nevertheless pleased to incorporate the letter and responses to the issues it raises <br />into the Final EIR. As noted below in the specific responses, and also within the <br />Mitigation Monitoring Program, the City has also incorporated additional <br />mitigation measures consistent with the comments raised in the Santa Ana <br />Unified School District's August 18, 2003 letter. <br />R8-2 The comment identifies that due the construction activity occurring in the project <br />area, students from Willard Intermediate School and Orange County High School <br />of the Arts would need to use caution when using Washington Avenue, 1 Oth <br />Street, Sycamore Street and Broadway Street when traveling to and from school. <br />No response is needed. Comment noted. <br />R8-3 The comment restates the mitigation measures in the DEIR. No response is <br />needed. Comment noted. <br />R84 The comment recommends that additional mitigation measures be incorporated <br />into the One Broadway Plaza to ensure the safety of students. The following <br />mitigation measures have been incorporated in the One Broadway Plaza EIR to <br />further minimize potential construction related pedestrian safety impacts to <br />students of Orange County High School of the Arts and Willard Intermediate <br />School. <br />PS-13 The project developer shall submit to the Santa Ana Unified School <br />District a School Access Plan that provides for the safe passage of students <br />to and from Willard Intermediate School and the Orange County High <br />School of the Arts. The plan shall be subject to approval by Santa Ana <br />Unified School District before construction activities are initiated. The <br />School Access Plan shall include but not be limited to the following <br />measures: <br />• The closure of the sidewalks on Washington Avenue, 10th Street, <br />Sycamore Street and Broadway Street adjacent to the project site. <br />Appropriate signs shall be posted that the sidewalks are closed and <br />pedestrians are directed to use sidewalks on the sides of the streets. <br />• Barricading the perimeter of the project site with temporary fencing to <br />secure construction equipment, minimize trespassing, vandalism and <br />short-cut attractions, and to reduce hazards to students during project <br />demolition activities. <br />Page 4 of 5 <br />
