One Broadway Plaza <br />Environmental Imvac <br />Findings and Facts in Support of Findings <br />4.1.6.4 Level of Significance of Impacts Related to Aesthetics <br />The land use scale and shadow impact of the One Broadway Plaza cannot be mitigated to below <br />a level of significance because mitigation is not possible. <br />4.1.7 Impacts Related to Cultural and Historic Resources <br />4.1.7.1 Potentially Significant Adverse Impact Related to Cultural and Historic Resources <br />As described in detail in Section 3.12 (Cultural Resources) in the EIR, the proposed One Broadway <br />Plaza project will result in adverse impacts due to the relocation or demolition of two historic homes <br />on Broadway Street which are listed in the City of Santa Ana Register of Historic Property. <br />4.1.7.2 Finding Related to Cultural and Historic Resources <br />Changes or alterations have been required in, or incorporated into, the project which avoid or <br />substantially lessen the significant environmental effect as identified in the EIR. <br />4.1.7.3 Facts in Support of the Finding Related to Cultural and Historic Resources <br />The Yale Apartments (1009 North Broadway Street) and the Twist -Basler House (1015 North <br />Broadway Street) were determined to meet the designation criteria in Section 30-2 of the Santa Ana <br />Municipal Code and were placed on the City of Santa Ana Register of Historic Property in <br />December 1998. Implementation of mitigation measures CR-I, CR-2 and CR-9, below, will <br />substantially lessen the adverse impacts of the One Broadway Plaza project related to cultural <br />and historic resources. However, these measures will not reduce this significant adverse impact <br />of the project to below a level of significance. <br />CR-1 Relocation of Historic Resources at 1007-1009 North Broadway (Yale Apartments). <br />The historical resources proposed for demolition as part of the proposed One Broadway <br />Plaza project should be made available for relocation as follows: <br />A. The availability of the Yale Apartments for relocation shall be noticed by posting a sign <br />at a location that is visible from the public right-of-way and by advertising in at least one <br />newspaper with a local circulation. These forms of notification shall persist at least 14 <br />days; <br />B. The buildings shall be made available free of charge for at least 60 days; <br />C. Plans for the relocation of the buildings shall be submitted to and evaluated by the City <br />Council; <br />D. If the City of Santa Ana Planning Commission approves the relocation plan, the <br />applicant has 30 days to remove the building(s) from the project site.
