One Broadway Plaza <br />Environmental lmnac <br />Findings and Facts in Support of Findings <br />may generate surface runoff with pollutants, and will reduce these potentially significant adverse <br />impacts to below a level of significance. <br />W-5 Prior to the issuance of grading permits, the Project Developer shall submit a final drainage <br />plan for the proposed One Broadway Plaza project for review and approval by the City <br />Engineer. <br />W-6 Prior to the issuance of the first building permit, the Project Developer shall pay the City's <br />drainage impact fee. <br />W-7 During operation of the proposed project, the Project Owner/Operator shall ensure that all <br />pest control, herbicide, insecticide and other similar substances used as part of maintenance <br />of project features are handled, stored, applied and disposed consistent with all applicable <br />federal, state and local regulations. The City Engineer shall monitor and enforce this <br />provision. <br />W-8 Prior to the issuance of grading permits, the City Engineer shall verify that structural BMPs <br />have been permanently incorporated into project plans by the applicant. Such BMPs shall <br />ensure that pollutants from project -related stone water are mitigated consistent with <br />applicable state and local standards. <br />4.2.3 IMPACTS RELATED TO AIR QUALITY <br />4.2.3.1 Potentially Significant Adverse Impacts Related to Short Term Air Quality <br />As described in detail in Section 3.3 (Air Quality) in the EIR, the project will result in short tern <br />construction related air quality impacts. <br />4.2.3.2 Findings Related to Short Term Air Qualitypacts <br />Changes or alterations have been required in, or incorporated into, the One Broadway Plaza <br />project which avoid or substantially lessen the significant environmental effect as identified in <br />the EIR. <br />4.2.3.3 Facts in Support of the Finding Related to Short Term Air Qualitypacts <br />Implementation of mitigation measures AQ-1 to AQ-15, provided earlier, will substantially <br />lessen the adverse impacts of the One Broadway Plaza project related to short term air quality <br />and will reduce these potentially significant adverse impacts to below a level of significance, <br />except for short term to NOx and PM10, as described earlier. <br />4.2.3.1 Potentiall}_Significant Adverse Impacts Related to Long Term Air Quality Impacts <br />As described in detail in Section 3.4 (Air Quality) in the EIR, long tern operation of the project <br />would generate air quality pollutants. <br />U/vfregoso/wp51/reports10ne Broadway final findings Page 24 <br />June 28, 2004 <br />
